Infrastructure A Subcommittee <br />Parks and Water Improvements <br />Minutes of Meeting July 10, 2012 <br />Attending: Giovanna Gherardi, John Winter, Andi Longpre, Bill Aierstuck, Toni Withington <br />Survey of Hawi Well #1 customers: Bill presented his contacts with UH Hilo and <br />the Rural Water Association (RWA) to provide student -power in a project to offer free <br />waterline location between Dept. of Water Supply (DWS) meters and homes. The <br />subcommittee will meet with Dr. Besio of the UH Hilo and Mr. Watts of the RWA either <br />at the end of July or in early August to explore entering into a Memorandum of <br />Understanding (MOU) with the agencies to provide UH interns to do the waterline <br />location work for landowners who choose to have their lines located. <br />A timeline for the project was set up. <br />1. Sign a MOU with UH and RWA with the support /blessings of DWS for the project. <br />2. Notify the community of the offered free service with a handout and news stories. <br />3. Prepare a survey to hand out, mail etc. to find owners willing to participate. <br />4. Work with the students to develop protocol and communication. <br />5. Review the data as it relates to the NKCDP. <br />Toni said she would check in with DWS to keep them posted. Andi said she would talk <br />to a Kohala attorney about helping us with the documents re: privacy and access. <br />The group agreed to discuss the role and responsibilities of the subcommittee in a <br />continuing email conversation. <br />The service would be offered free on a voluntary basis to owners or renters who could <br />choose to keep the waterline location private or shared with the ongoing efforts to <br />upgrade Kohala's water transmission service. <br />Writing of the survey and notification pamphlet will include 1.Why? The project is being done. 2. <br />How? The survey and location /detection will be undertaken and 3. What? The benefits are for <br />participants. <br />Benefits mentioned to those participating are: <br />• Improve ability to quickly locate leaks <br />• Prevent others from mistakenly damage water line <br />• Allow for quick repairs or changes in pipes or valves <br />• Increase property value <br />• Better access to sources for leak detection. <br />Name of the Committee: After discussion it was decided to name the subcommittee <br />after the projects that are currently being handled, therefore allowing it to be modified <br />in the future to enhance the community's understanding of what we are doing. The <br />name chosen is Parks and Water Improvements Subcommittee. <br />
