Regarding the Pahoa Village Master Plan, the funds are being allotted, we are drafting he scope f services, have identified other County department g P o . ty p t team members, and are ready to proceed with professional services. Although you had once asked about Larry Brown writing this plan internally, we propose using a consultant because there are many expertise needed to address the i specific engineering, g' nfrastructure (ie, transportation, water, sew er, electric, parking, & circulation) and financing analyses that cannot be properly addressed in- house. we recommend using local consultant or one e that has great familiarity with the Puna/Pahoa area, who also has the specific experience we need an P p d has a good working rapport with the County. Please let me know if you concur with proceeding in this way. As for the design guidelines and special district, we are in agreement with doing oth but are researching the best method to implement g hang p ment the design guidelines. This has much bigger implications for the island and the Planning Department regarding staffing and enforcement due to the fact that we have I set of design guidelines under the County (Kailua), w e have several others as ' king for them now (Pahoa, Volcano, and Waimea - update) and possibly future villages who have been talkie about it recently ' . g y (Mt. View, Hilo,, and Honokaa). The Planning Department is reviewing various options and the implications of • P .. p each, so we can hopefully move forward with a strategy that will give the communities what the want without ou t adding significantly to the already heavy workload in Planning or adding ore commissions to fill i wide. g sland- As always, we will keep you and the Pahoa Steering Committee informed of our progress.
