<br />North Kohala Community Access Group <br />Meeting Notes <br />December 4, 2013 (Old Courthouse 4:30pm) <br />Participants: Toni Withington, Keith Wallis, Beth Robinson, Ralph Galan, Fred Cachola, Lucy Pasco, Marlene <br />Ching, Charlie Anderson, Carlynn Ann Pasco, Aric Arakaki, Jack Hoyt, Margot McFedries, Rob Milbank, <br />Chuck Hendricks, Joe Carvalho, Ted Matsuda. <br />Akoakoa Point (Bird Cave) <br />Joe will arrange with Aldridge a walk thru sometime after the holidays. <br />There was a USGS survey marking located in a concrete block. <br />Hapu'u Kapanaia <br />Pacific Plains, LLC has about 90 acres of the total 167 that was nominated and listed #3 on the PONC list. <br />The property has a public access plan, a Grant of Easement with the county and a current archaeological study. <br />The Preservation Plan for the sites is waiting for final review from SHPD. <br />The trustee for Pacific Plains, Rob Milbank, and his attorney Chuck Hendricks are visiting from Texas. <br />They met with local groups and land trusts looking at funding options for a public purchase. <br />Halelua <br />Now that the landowners have declined the conservation easements arranged with the federal Department of <br />Agriculture, we should consider re- nominating the oceanfront lot for public purchase. <br />The 50-acre coastal parcel is on the countys 2012 list ranked #3. <br />We should revisit the proposed lateral trail, which the County recently sent. It is confusing. <br />Ohau Heiau is on the gulch's edge. <br />We should mark the Heiau on the ground before any future transactions. <br />Toni & Fred will contact the State Historic Preservation to peruse this marking. <br />· <br />Kauhola Lighthouse <br />There will be a clean-up of the area on December 15th. <br />Upolu Airport - East end of the runway <br />We sent a letter of recommendation on the access plan to the action committee. <br />The public access plan has been in the works for about 3 years. <br />The county proposed plan has the parking lot in the conservation district, closer to the ocean than the original plan. <br />Kiiokalani Ahupua'a (Black Point) <br />Building and construction is above the Ala Loa. <br />The lateral trail is to be located on the jeep road/ala loa. <br />One end will have a man gate. <br />We should get a definition of the man gate and how it works from Larry Brown of the planning <br />· <br />department. Joe will arrange a walk thru with Larry Brown of the planning department. <br />Joe will schedule a walkthrough of the property with the Planning Department <br />Kohala Kai <br />. <br />The grant of easement (GOE) document is still in the County Council finance committee. <br />The Ala Loa is still a concern with this plan. <br />Some amendments were made including changing the 10' easement to 20'. <br />Council person Margaret Wille is supposed to get community input and report back to the finance committee <br />by December 17th. <br />Access Group Interfacing with the Action Committee and the County <br />If 2 people from the action committee are in a meeting, they are considered a subcommittee and the other people in <br />the room are a standing committee. <br />The standing committee must be sworn in and comply with the sunshine law. <br />We should ask the county corporation counsel to clarify the sunshine law. <br />The question is: if people are considered sworn in and under the sunshine law, are they privileged to <br />documents that other people aren't? <br />New Items <br />We should get landowners and county documents on any plans and permits. <br />Next Meeting <br />Wednesday January 8, 2014, 4:30pm in the Old courthouse. <br />
