The motion was seconded by Roger Harris and passed with <br />23 <br />a unanimous vote. <br />24 <br />PRESENTATION <br /> <br />25 <br />Aric Arakaki from the National Park Service did a presentation on the organization’s efforts to work on <br />26 <br />the Ala Kahakai National Historic Trail. The trail was designated in the year 2000 to create a national <br />27 <br />trail from the northernmost tip to South Point, the Volcano’s National Park, so roughly two-thirds of <br />28 <br />the Hawai‘i Island, and that the system of trails includes mauka-makai trails. He said the primary <br />29 <br />mission is to preserve and open up access ancient and historic trails. <br />30 <br />Aric provided the AC with an overview of the staff and board of the Ala Kahakai Trail Association and <br />31 <br />provided some general introduction regarding the communities and organizations that they work with. <br />32 <br />Aric discussed several segments/projects of the trail that the service is working on and then provided an <br />33 <br />update on Kohala Kai public access plan. He discussed the original alignment of the trail and how the <br />34 <br />developer built another trail and how they are now working to retain the original alignment and create a <br />35 <br />conservation easement. <br />36 <br />Aric discussed the Highways Act of 1893 and said that is way to preserve access and a way for the <br />37 <br />State to reassert its ownership. Trails identified by the Na Ala Hele or the within the National Parks are <br />38 <br />the trail systems that are managed by the National Parks and are open to the public. <br />39 <br />40 <br />Page 1 of 4 <br /> <br />
