MINUTES OF PARKS,WATER & ROADS SUB -COMMITTEE June 18,2015 <br />ATTENDANCE: Jason Armstrong, Public Information Officer, Kenneth J. Van Bergen, Deputy <br />Director (both from Parks & Recreation Dept.); John Winter, Toni Withington, Fay Yates, Carter <br />Collins, Andi Longpre (minutes by Andi) <br />Friends of the Park Program: Mr. Armstrong and Mr. Van Bergen clarified the <br />process involved Rule 12 of the Rules & Regulations of the Dept of Parks & Recreation, and <br />provided us a copy with the necessary application. They emphasized the need for co-ordination <br />between P&R and the various Friends'. There are liability issues regarding what can be done, the <br />types of materials that can be used and where plantings can be placed. <br />For example, the removal of the grandstand at Kamehameha Park. Due to health and safety <br />issues (lead paint) the County has to contract out for the demolition and removal of the <br />grandstand. <br />PARK MAINTENANCE: There are community concerns about maintenance such as weed - <br />whacking around the parks and the statue of King Kamehameha in Kapa'au. Mr. <br />Armstrong informed us that the County was hiring an additional maintenance person for such <br />work and would inform us if that person would be available for North Kohala. * * * On June 24th <br />Mr. Armstrong informed me that "yes" that person would be available to do repairs at the North <br />Kohala Parks. <br />CAPITAL IMPROVEMENT PROJECTS: New toilets and showers at Mahukona. Mr. <br />Van Bergen explained the nuances of the funding process with particular attention to the $2.5 <br />million that was allocated when Pete Hoffmann was our Council Rep. <br />
