<br />WINDWARD PLANNING COMMISSION <br />COUNTY OF HAWAI‘I <br /> <br />MINUTES <br />NOVEMBER 5, 2015 <br /> <br />The Windward Planning Commission met in regular session at 9:01 a.m. in the County of <br />Hawai‘i, Aupuni Center Conference Room, 101 Pauahi Street, Hilo, Hawai‘i, with Chairman <br />Myles Miyasato presiding. <br /> <br />COMMISSIONERS PRESENT: Myles Miyasato, Donn Dela Cruz, Charles Heaukulani (from <br />9:01 a.m. to 9:37 a.m. and 10:35 a.m. to 11:38 a.m.), Gregory Henkel, Donald Ikeda, and <br />Raylene Moses. <br /> <br />ALSO PRESENT: Duane Kanuha (Planning Director) (from 9:01 a.m. to 9:15 a.m. and 9:40 <br />a.m. to 11:38 a.m.), Bobby Command (Deputy Planning Director (from 9:15 a.m. to 9:32 a.m.), <br />Danny Patel (Deputy Corporation Counsel for the Windward Planning Commission), Amy Self <br />(Deputy Corporation Counsel for the Planning Director) (from 9:27 a.m. to 11:05 a.m.), Kelly <br />Gomes (representing the Department of Public Works) (from 9:39 a.m. to 10:48 a.m.), Daryn <br />Arai (Planning Program Manager), Jeff Darrow (Staff Planner), Lucas Mead (Staff Planner), <br />Maija Jackson (Staff Planner) (left at 9:51 a.m.), Christian Kay (Staff Planner), and Sarah <br />Hata-Finley (Commission Secretary). <br /> <br />A quorum was present. Chairman Miyasato introduced Windward Planning Commissioners and <br />staff to members of the public, and went over the procedures for public testimony. <br /> <br />STATEMENTS FROM THE PUBLIC – No statements were presented under this section of the <br />agenda. <br /> <br /> <br />1.APPLICANT: BRAD McCLARY (REZ 15-193) <br />Application for a Change of Zone from Agricultural- 3 acres (A-3a) to Residential and <br />Agricultural- 1 acre (RA-1a) for 2.73 acres of land. The property is located along the south <br />side of Makalika Street, approximately 900 feet west of the Awa Street–Makalika Street <br />intersection, Pana‘ewa House Lots, South Hilo, Hawai‘i, TMK: 2-2-052:027. <br /> <br />The Commission took this item up at 9:02 a.m. with 16 people from the public in attendance. <br /> <br />(SEE EXHIBIT A) <br /> <br />This item ended at 9:11 a.m. <br /> <br /> <br />2.
