Communication No. 2016 -2 <br />PCDP Subcommittee on Connectivity and Emergency Response <br />Meeting — December 22, 2015 Keaau Community Center, 3:00 p.m. <br />MINUTES <br />Call to Order: 3:15 p.m. <br />Call for Approval of Minutes as Circulated (November 24, 2015): Approved <br />Present: Patti Pinto, Farris Etterlee, Marlene Hapai <br />Old Business: <br />• Update on Ad hoc Committee initiated by Gregor Ilagan <br />Connectivity Location (CL) Site Visits — Friday October 30, 2015 <br />Report regarding proposed Connectivity Locations TMK's and other <br />supporting information to acquire connections <br />Further research done by both Patti Pinto and Farris Etterlee and his office <br />staff provided information on what actions might need to be taken to connect <br />at roads recommended by the community and prioritized as those with <br />greatest potential due to meeting both PCDP and County of Hawaii criteria <br />most closely. Findings were as follows: <br />Recommended and Visited CL <br />• Kaleponi Drive to Punahele Ave. <br />• Punahele Ave. to Apele Rd. <br />Recommended Action <br />CL road lot, need Eden Roc permission <br />Eden Roc to Kopua, 20 acre lot, to include <br />easement and /or linear park. Need <br />Memorandum of Understanding between all <br />subdivisions involved <br />• Waimaka O PeleRd. to Orchid St. Need Memorandum of Understanding <br />Between Fern Acres and County of HI <br />• Orchid St. to Uhini Ana Rd. Need to buy lot, Hawaiian Acres (Rd. 1) <br />• Pulelehua Rd. to 40th Ave. Includes house lot on HA side and road lot <br />on Orchidland side. Connects <br />Hawaiian Acres Rd. 11 to Orchidland 40th <br />• Update on meeting schedule with the following to gain support for <br />connectivity implementation: The following still need to be informed. <br />• Representative Gabbard, Senator Schatz <br />• Senator Lorraine Inouye, State Senate Transportation Chair <br />New Business: <br />• Open Discussion on Topics of Concern to CERS members and others in <br />attendance: Discussion on Road widening of Kuauli which is the main <br />road intersecting Highway 11 from Hawaiian Acres subdivision. <br />Resolution 351 -15 has been put forward by Councilman Danny Paleka and <br />will include providing right and left turn lanes from Highway 11 into <br />Hawaiian Acres and from Hawaiian Acres to Highway 11. Details and exact <br />lanes to be provided to follow. <br />Next Meeting: To be determined <br />
