Communication No. 2016 -13 <br />PCDP Subcommittee on Connectivity and Emergency Response <br />Meeting — March 22, 2016, Keaau Community Center <br />2:00 p.m. (Note change in meeting time) <br />MINUTES <br />Call to Order: 2:10 p.m. <br />Minutes Approved as Circulated (February 23, 2016) <br />Present: Patti Pinto, Jon Olsen, Russel Jones, Marlene Hapai, Chair <br />Old Business: <br />• Update on Ad hoc Committee initiated by Gregor Ilagan <br />Connectivity Location Site Visits — Friday October 30, 2015 <br />supporting information to acquire connections <br />Patti Pinto presented an updated report on "Connectivity in Upper Puna <br />Property Report — March 22, 2016" <br />The following comments were made regarding the report which will be <br />presented in its final form: <br />It is a function of federal law to have access to emergency services. <br />Questions regarding CL 91 (Kaleponi to Punahele): Q1: Will COH be 3rd <br />party? Q2: Does COH plan to purchase lot or get easement? <br />CL 93 and 914, especially 14a — consider for linear park/emergency <br />services <br />CL #4 — Rose was also recommended as an alternative CL, but after <br />discussion it was said to have a large lava tube under it and thus may not <br />be a good CL. <br />CL #5 — Alula to 40th recommended as another alternative as it would open <br />to Pohaku on the left and Orchid Drive on the right allowing 2 alternate <br />routes. <br />• Continue discussion to provide questions to Corporation Counsel <br />regarding any potential actions suggested to implement CL's <br />No new questions <br />• Discuss suggested alternative CL's should those presently recommended <br />not be viable <br />New questions given in discussion above <br />
