WINDWARD PLANNING COMMISSION <br />COUNTY OF HAWAII <br />ACTIONS <br />MAY 5, 2016 <br />1. APPLICANT: CHRIS BRILHANTE (REZ 16-203) <br />Application for a Change of Zone from an Agricultural - 3 acre (A -3a) to a Family <br />Agricultural - 1 acre (FA -la) zoning district for 3.576 acres of land. The property is located <br />at the southwest end of Hoohoaloha Street, approximately 1,500 feet south from its <br />intersection with Ainaola Drive, Waiakea Homestead 2nd Series, South Hilo, Hawaii, TMK: <br />2-4-034:044. <br />Favorable recommendation to the County Council with conditions. <br />2. APPLICANT: BIG ISLAND CANDIES, INC. (Amend REZ 05-023) <br />Request for a 5 -year time extension to Condition C (time to complete construction) and <br />Conditions D, E, and F (roadway infrastructure improvements) of Change of Zone Ordinance <br />No. 06-114, which rezoned 45,450 square feet of land from an Single -Family Residential - <br />10,000 square feet (RS -10) to a General Commercial -20,000 square feet (CG -20) zoning <br />district to allow an additional production/storage facility and related uses. The properties are <br />located on Kekuanaoa Street, at the northeast corner of Kekuanaoa Street and Hinano Street <br />and the northwest corner of Kekuanaoa Street and Laukapu Street, Waiakea House Lots, <br />Waiakea, South Hilo, Hawaii, TMK: 2-2-034: 066, 078 & 079. <br />Favorable recommendation to the County Council with conditions. <br />3. APPLICANT: JAMES ISHII (REZ 16-204) <br />Application for a Change of Zone from a Single -Family Residential -10,000 square feet <br />(RS -10) to a Neighborhood Commercial -10,000 square feet (CN -10) zoning district for <br />approximately 58,500 square feet of land. The subject properties are located on the west side <br />of Manono Street, approximately 500 feet north of Waiakea House Lots, Waiakea, South <br />Hilo, Hawaii, TMK: 2-2-027:038, 039, and 058. <br />A motion to send a favorable recommendation to the County Council with conditions was <br />made. There were three votes in favor of the motion and two against. Because a minimum <br />of four affirmative votes are needed for the Commission to act, the motion failed. No other <br />motion was made. Accordingly, an unfavorable recommendation shall be transmitted to <br />the County Council. <br />Minutes of April 7, 2016 — Approved. <br />
