WINDWARD PLANNING COMMISSION <br />COUNTY OF HAWAII <br />MINUTES <br />JUNE 2, 2016 <br />The Windward Planning Commission met in regular session at 9:05 a.m. in the County of <br />Hawaii, Aupuni Center Conference Room, 101 Pauahi Street, Hilo, Hawaii, with Chairman <br />Charles Heaukulani presiding. <br />COMMISSIONERS PRESENT: Charles Heaukulani, Joseph Clarkson, Donn Dela Cruz, <br />Gregory Henkel, Donald Ikeda, and Raylene Moses. <br />ABSENT & EXCUSED: Myles Miyasato. <br />ALSO PRESENT: Duane Kanuha (Planning Director), J Yoshimoto (Deputy Corporation <br />Counsel for the Windward Planning Commission), Daryn Arai (Planning Program Manager) (to <br />10:53 a.m.), Jeff Darrow (Staff Planner), Christian Kay (Staff Planner), and Sarah Hata-Finley <br />(Commission Secretary). <br />A quorum was present. Chairman Heaukulani introduced and welcomed new Commissioner, Joe <br />Clarkson. He then introduced the remaining Windward Planning Commissioners and staff to the <br />public, and went over the procedure to sign up for public testimony. <br />STATEMENTS FROM THE PUBLIC — No statements were presented under this section of the <br />agenda. <br />1. APPLICANT: MILE MARKER 12, LLC (SPP 16-189) <br />Application for a Special Permit to allow the establishment and operation of a retreat center <br />for health and well-being identified as a "Hawaiian Sanctuary," to be located on an 11.33 - <br />acre portion of a larger 43.57 -acre property situated within the State Land Use Agricultural <br />District. The proposed project components include the conversion of an existing dwelling <br />into a health and wellness center; construction of 4 bungalows for overnight <br />accommodations, group educational activities and social events on a property located along <br />the mauka (west) side of the Pdhoa-Kalapana Road (Highway 130) at the 12 -mile marker, <br />Puna, Hawaii, TMK: 1-3-009: Portion of 018. <br />The Commission took this item up at 9:07 a.m. with 32 people from the public in attendance. <br />(SEE EXHIBIT A) <br />This item ended at 9:55 a.m. <br />2.
