WINDWARD PLANNING COMMISSION <br />COUNTY OF HAWAII <br />ACTIONS <br />JUNE 1, 2017 <br />1. APPLICANT: VERIZON WIRELESS (USE 17-000067) <br />Application for a Use Permit to allow the construction of a new, non -manned <br />telecommunication facility, consisting of a 167 -foot tall steel monopole tower and related <br />facilities within a 900 -square foot portion of a 1 -acre parcel of land situated in the County's <br />Agricultural 1 -acre (A -la) zoning district. The property is located northeast of the `Ohi`a <br />Avenue - Alapua Street intersection, in the Eden Roc Estates Subdivision, Kea`au, Puna, <br />Hawaii, TMK: 1-1-082:031. <br />Note: This application was rescheduled to the July 6' Commission meeting. <br />2. APPLICANT: CELLCO PARTNERSHIP DBA VERIZON WIRELESS (USE <br />15-000059) <br />Application for a Use Permit to allow the construction of a new telecommunication facility, <br />including a 155 -foot tall steel monopine with 8 -foot tall panel antennas and related facilities <br />within a 900 -square foot portion of a 5.76 -acre parcel situated in the County's Agricultural 3 - <br />acre (A -3a) zoning district. The properties are located at 11-3019 Volcano Highway, <br />approximately 400 feet east of the Kahuale`a Road -Volcano Highway intersection, Fern <br />Forest Estates Subdivision, Kea`au, Puna, Hawaii, <br />TMK: 1-1-020: Portions of 085 and 086. <br />Approved with conditions. <br />3. INITIATOR: PLANNING DIRECTOR <br />Continued hearing for an ordinance amending Chapter 25 (Zoning), Hawaii County Code <br />1983 (2016 Edition, as amended), Articles 1, 2, 4, 5 and 7 relating to meeting facilities and <br />community buildings. The purpose of the proposed amendments is to incorporate the <br />definitions of meeting facilities and community buildings into a single, comprehensive <br />definition by maintaining and expanding upon the definition of meeting facilities. <br />Additionally, the amendments will identify what zoning districts will require a Special <br />Permit or a Use Permit to allow for a meeting facility. <br />Favorable recommendation to the County Council. <br />4. KA` J COMMUNITY DEVELOPMENT PLAN: <br />On October 27, 2015, the Ka`u Community Development Plan (CDP) Steering Committee <br />recommended approval of the Ka`u CDP. After reviewing agency comment, the Planning <br />Director is recommending non -substantive amendments to the CDP. Pursuant to Section 2- <br />28.1 of the Hawaii County Code, within sixty days after receipt of the Planning Director's <br />recommendation on a draft community development plan or any amendment thereof, the <br />Windward Planning Commission shall transmit the draft community development plan or <br />any amendment with its recommendation through the Mayor to the County <br />
