WINDWARD PLANNING COMMISSION <br />COUNTY OF HAWAII <br />MINUTES <br />AUGUST 13, 2018 <br />The Windward Planning Commission met in regular session at 9:01 a.m. in the County of <br />Hawaii, Aupuni Center Conference Room, 101 Pauahi Street, Hilo, Hawaii, with Chairman <br />Joseph Clarkson presiding. <br />COMMISSIONERS PRESENT: Gilbert Aguinaldo, Joseph Clarkson, Donn Dela Cruz, Donald <br />Ikeda, John Replogle. <br />ABSENT & EXCUSED: Thomas Raffipiy. <br />ALSO PRESENT: Michael Yee (Planning Director, to 10:20 a.m.), Malia Ho Hall (Deputy <br />Corporation Counsel for the Windward Planning Commission), Jeff Darrow (Planning Program <br />Manager), Maija Jackson (Planner), Christian Kay (Planner), Shancy Watanabe (Planner), and <br />Sarah Hata-Finley (Commission Secretary). <br />A quorum was present. Chairman Clarkson introduced Windward Planning Commissioners and <br />staff to members of the public and went over the procedures for public testimony. <br />STATEMENTS FROM THE PUBLIC — No statements were presented under this section of the <br />agenda. <br />APPLICANT: HAWAII ISLAND COMMUNITY DEVELOPMENT <br />CORPORATION (SLU 18-000051) <br />Application for a State Land Use Boundary Amendment from Agricultural to Urban for <br />approximately 9.379 acres of land. The subject properties are located about 608 feet west <br />of the intersection of Mohouli Street and Komohana Street in the Waiakea Cane Lots, <br />Waiakea, South Hilo, Hawaii, TMK: (3) 2-4-001:177, 185 and 186. <br />The Commission took this item up at 9:02 a.m. with 5 people from the public in attendance. <br />(SEE EXHIBIT A) <br />This item ended at 9:13 a.m. <br />2. APPLICANT: PIILANI PARTNERS, LLC (AMEND REZ 727) <br />Application for a 5 -year time extension to comply with Condition C (Secure Final Plan <br />Approval) and Condition D (Complete Construction) of Change of Zone Ordinance <br />No. 92 122, which reclassified approximately 2.5712 acres from Resort -Hotel -Safety - <br />7,500 square feet (V -S-7.5) district to the Limited Industrial- 20,000 square feet (ML -20) <br />zoning district in 1992.
