WINDWARD PLANNING COMMISSION <br />COUNTY OF HAWAII <br />MINUTES <br />MARCH 7, 2019 <br />The Windward Planning Commission met in regular session at 9:02 a.m. in the County of <br />Hawaii, Aupuni Center Conference Room, 101 Pauahi Street, Hilo, Hawaii, with Chairman <br />Joseph Clarkson presiding. <br />COMMISSIONERS PRESENT: Gilbert Aguinaldo, Joseph Clarkson, Donn Dela Cruz, Donald <br />Ikeda, Thomas Raffipiy (to 12:05 p.m.), John Replogle. <br />ALSO PRESENT: Michael Yee (Planning Director), Malia Hall (Deputy Corporation Counsel <br />for the Windward Planning Commission), Jeff Darrow (Planning Program Manager) (9:02 a.m. <br />to 1:50 p.m. & 3:36 p.m. to 4:35 p.m.), Maija Jackson (Planner), Christian Kay (Planner), Alex <br />Roy (Planner) (9:02 a.m. to 12:05 p.m. & 3:27 p.m. to 4:35 p.m.), Jessica Andrews (Planner) (to <br />11:56 a.m.), and Sarah Hata-Finley (Commission Secretary). <br />A quorum was present. Chairman Clarkson introduced Windward Planning Commissioners and <br />staff to members of the public and went over the procedures for public testimony. <br />STATEMENTS FROM THE PUBLIC — No statements were presented under this section of the <br />agenda. <br />APPLICANT: LILI'UOKALANI TRUST (SPP 18-000202) <br />Application for a Special Permit to establish of a community center and related <br />improvements and activities on a 6.717 -acre parcel of land within the State Land Use <br />Agricultural District. The property is located along the west side of Kea`au-Pdhoa Road, <br />approximately 700 feet south east of its intersection with Kukula Street and adjacent to <br />the south of Kea`au Elementary School, Kea`au, Puna, Hawaii, TMK: (3) 1-6-003:103. <br />The Commission took this item up at 9:03 a.m. with 43 members of the public in attendance. <br />(SEE EXHIBIT A) <br />This item ended at 9:29 a.m. <br />2. APPLICANT: PIILANI PARTNERS, LLC (SMA 18-000070) <br />Hearing on applicant's request for reconsideration of the Windward Planning <br />Commission's decision, at its February 7, 2019 meeting, to defer action on applicant's <br />request for a Special Management Area Use Permit to develop a potable water well and <br />bottling facility with related improvements on a 2.5712 -acre parcel within the Special <br />Management Area until the Commission on Water Resource Management updates its <br />Water Resource Protection Plan.
