Harry Kim <br />Mayor <br />County of Hawaii <br />PLANNING DEPARTMENT <br />KONA COMMUNITY DEVELOPMENT PLAN ACTION COMMITTEE <br />Aupuni Center • 101 Pauahi Street, Suite 3 • Hilo, Hawaii 96720 <br />Phone (808) 961-8288 • Fax (808) 961-8742 <br />Tuesday, October 15, 2019 <br />DRAFT Meeting Minutes <br />CALL TO ORDER <br />Michael Yee <br />Director <br />April Surprenant <br />Deputy Director <br />Chair Young called the Kona Community Development Plan (KCDP) Action Committee (AC) to order at <br />6:01 p.m. in the West Hawaii Civic Center Liquor Control Conference Room. <br />ROLL CALL <br />Action Committee Members Present: Charley Young, Shirley David, Barbara DeFranco, Kari Kimura, <br />Franz Weber, Shane Palacat-Nelson, Janice Palma-Glennie <br />Action Committee Members Absent -Excused: Hiram Rivera, David Huerta <br />Staff Planners: Kamuela Plunkett, Keiko Mercado, Bethany Morrison, LeAna Gloor <br />Mayor's Office Staff: Nancy Pisicchio <br />Members of the public: 17 <br />ADDITIONS TO THE AGENDA: None. <br />ANNOUNCEMENTS: <br />1. Planner Kamuela Plunkett provided an overview of the Kona CDP amendment package that was <br />passed by County Council on September 4, 2019. Mr. Plunkett recognized the hard work and <br />time spent by the Action Committee and Kona CDP amendment subcommittee throughout the <br />amendment process. <br />2. Mr. Plunkett provided an overview of the seat terms for the Kona CDP Action Committee. He <br />shared that there were currently two candidates being processed through the Mayor's Office. <br />He thanked the retiring members for their service to the Action Committee. <br />PUBLIC COMMENT ON AGENDA ITEMS: 6 members of the public provided testimony. Per Chair <br />Young's discretion, testifiers elected to share their testimony at the time when the specific/related <br />agenda item was discussed. <br />1. Mr. Ken Obenski, representing the Governor's Highway Safety Council, provided testimony on <br />agenda item #5. Mr. Obenski stated the traffic back up at Lako Street may be the most <br />common complaint in Kona. Mr. Obenski shared that he would like to see the modernization of <br />Highway 11 and would like to see it widened from a two lane road to a four lane road. <br />Hawaii County is an Equal Opportunity Provider and Employer Page I <br />
