Overview of Short-Term Vacation Rental (STVR) Program for Hawai'i County In 2018, the County Council adopted an ordinance to manage and register short-term vacation rentals in the County of Hawai'i. During the first year, the Department processed thousands of Short-Term Vacation Rental (STVR) applications. We continue to process applications to establish STVR's in permitted zoning districts and renewal applications for Non-Conforming Use Certificates (NUC's) in zoning districts where STVR's are not permitted. Spreadsheet indicates the total number of STVRs approved for the Leeward Districts; island wide data is also provided as a comparison. Data is broken down into the No. of STVR's approved for each year, the No. of NUC's approved initially, and the No. of NUC's renewals approved after the first round of approvals. Spreadsheet also includes the number of STVR/NU complaints that have been received for each district from 2019 to present (December 2021). 2022-01-20 Leeward EXHIBIT C
