<br />WINDWARD PLANNING COMMISSION <br />COUNTY OF HAWAIÒI <br />HEARING TRANSCRIPT <br />APRIL7, 2011 <br /> Hu Honua BIOENERGY LLC (SMA 221) <br />A regularly advertised hearing on the application of <br />was called to order at 10:14 a.m. in the County of HawaiÒi, Aupuni Center Conference Room, <br />101 Pauahi Street, Hilo, HawaiÒi, with Chairman Zendo Kern presi <br /> <br />COMMISSIONERS PRESENT: Zendo Kern, Dean Au,Wallace Ishibashi, <br />and Stephen Ono <br />STAFF PRESENT: Julie Mecklenburg (Deputy Corporation Counsel), Daryn Arai (Planning <br />Program Manager), Phyllis Fujimoto (Staff Planner), Jeff Darrow <br />Cottle (Staff Planner). <br /> <br />APPEARANCES: <br />For the Applicant: Jodi Yamamoto <br />For the Planning Director and Planning Department: Amy Self <br />For the Sixteen Intervenors: Steven Strauss <br />For remaining intervenors: Robert Ferrazi and Elaine Munro <br /> <br />And approximately 64 people from the public in attendance. <br /> <br />ABSENT AND EXCUSED: Rell Woodward and Takashi Domingo <br /> <br />APPLICANT: Hu Honua BIOENERGY LLC (SMA 221) <br />Discussion and action on the Hearings OfficerÓs report and recom <br />Special Management Area Use Permit No. 221 which originally allo <br />coal storage area and a coal burning energy plant and related im <br />request is to allow a change in fuel source from coal to biomass <br />and to construct support facilities and infrastructure at the fo Power Plant, <br />Makahanaloa, South Hilo, HawaiÒi, TMK: 2-8-8:104 (formerly 2-8-7: Portion of 53). <br />KERN: Next item on the agenda is Hu Honua Bioenergy LLC (SMA 22 <br />amendment to an existing SMA permit. And we already had the pre <br />that was quite in-depth. From both sides, a lot of public testi <br />gave us a presentation; and the planning staff gave us a very in <br />going to forego doing that whole in-depth presentation again.
