JOINT MEETING OF THE <br /> LEEWARD AND WINDWARD PLANNING COMMISSIONS <br /> COUNTY OF HAWAI`I <br /> MINUTES (DRAFT) <br /> JUNE 2, 2023 <br /> The Leeward and Windward Planning Commissions met in joint session at 9:07 a.m. via <br /> interactive conference technology, with Chairperson Dennis Lin presiding. The Leeward <br /> Planning Commission members participated remotely, and the Windward Planning Commission <br /> members participated from the County of Hawaii, Council Chambers, 25 Aupuni Street, Hilo, <br /> Hawaii. <br /> LEEWARD COMMISSIONERS PRESENT: Barbara DeFranco and Mahina Paishon-Duarte. <br /> WINDWARD COMMISSIONERS PRESENT: Dennis Lin, Lauren Balog, John Cross, Louis <br /> Daniele III, Wayne De Luz, and Chantel Perrin. <br /> ABSENT AND EXCUSED: Michael Dela Cruz (Leeward), Clement"CJ" Kanuha(Leeward), <br /> Michael Vitousek(Leeward), and Zaheva Knowles (Leeward). <br /> ALSO PRESENT IN COUNCIL CHAMBERS: Sinclair Salas-Ferguson, Esq. (Counsel to the <br /> Planning Commissions), Jean Campbell, Esq. (Counsel to the Planning Department), Zendo <br /> Kern (Planning Director), Clinton Mercado (Planner), Christian Kay (Planner), Tracie-Lee <br /> Camero (Planner), Maija Jackson (Planning Program Manager) and Melissa Dacayanan-Salvador <br /> (Windward Planning Commission Secretary). <br /> ALSO PRESENT VIA ICT REMOTELY: Noriko Sauer(Leeward Planning Commission <br /> Secretary) and Janice Hata(Zoom host) <br /> There were no public members in the audience. <br /> A quorum was present to hold the meeting. In accordance with Planning Commission Rule 1- <br /> 5(f), Commissioner De Luz moved that Windward Chair Lin serve as the chairperson of this <br /> joint meeting. Commissioner Daniele seconded the motion. There being no other discussion on <br /> the motion, a vote was taken by voice vote. The motion passed with all in favor, and thereby <br /> Leeward Chair DeFranco became the first vice chairperson according to the aforementioned rule. <br /> Chair Lin called the meeting to order at 9:07 a.m. He introduced the Commissioners and staff <br /> members in attendance. Each of the two Leeward Commissioners stated that no one else was in <br /> their remote locations.
