Bill 121 and <br /> Bill 122,recently passed by the Hawaii County Council,warrant thorough examination and <br /> thoughtful consideration. <br /> 1. Bill 121: Relating to Transient Accommodation Rentals and Hosting Platforms <br /> • Bill 121 introduces new regulations governing transient accommodation rentals and <br /> hosting platforms. While the intent is to enhance safety and standardization, it also <br /> encroaches upon private property rights. Property owners now face a complex web of <br /> definitions,rules, and administrative processes. <br /> • The erosion of private property rights is a concern, and we must strike a balance <br /> between regulation and individual autonomy. As we review this bill,we should consider <br /> its impact on property owners' rights and the delicate balance between local needs and <br /> constitutional protections. <br /> 2. Bill 122: Elimination of Bed & Breakfast Permits <br /> • Bill 122 seeks to eliminate Bed& Breakfast permits, a long-standing and visitor-desired <br /> vacation housing accommodation. By doing so,we risk reducing available lodging <br /> options for tourists and impacting local economies. <br /> • Property owners who previously operated Bed& Breakfasts now face uncertainty and <br /> potential financial strain. Their livelihoods are at stake, and we must weigh the benefits <br /> of regulation against the stability of their income. <br /> • Additionally,we should explore alternatives to outright elimination, such as revising <br /> existing permits to align with safety standards. <br /> As members of the Windward Planning Commission,your expertise and insights are <br /> invaluable in evaluating these bills.
