From: Robert Duerr
To: WPCtestimony
Subject: Stop Amendment to Chapter 25
Date: Monday,March 31,2025 5:59:29 PM
email to: WPCtestimona hawaiicountygov
Re: PLANNING DIRECTOR INITIATED (PL-PDI-2025-000014) AMENDMENT
TO CHAPTER 25, Agenda Item 94.
Dear Chair Danielle and Commissioners-
Please stop the amendments as written to Chapter 25. The draft amendments are
hard to read and review because there is no context. Looks like the draft is
incomplete and not ready for review. Attempting to look up changes I tried
understand what the amendment was changing. I stopped trying.
But I ask these questions:
If there is a compelling reason to require a use permit for Meeting Facilities in the
agricultural zones, why is there not the same compelling reason to require a use
permit in the residential zone?
I live in the residential zone that has events and think a use permit should be
required in every zone for the same reasons. Notice, due process and equal
protection of the law. This draft is wrong.
Adding an exemption for gatherings of 25 attendees twice a week for each building
site in the residential zones is unfair to the neighbors. The conditions of the roads
in each case matters. For instance, where one neighborhood may have a road with
an adequately wide shoulder for parking, another neighborhood might have no
available parking nearby.
There is very little available "temporary parking" on my road in the Honolii
development. Cars would be parking on Highway 19. We have a cup-de-sac that
has people constantly parking in it and disrupting the ability to turn. Including
emergency vehicles.
Adding the definition of "Event" without requiring a conditional use permit is
wrong.
Thank you for considering my review and objections.
Robert Duerr
