Ever since I moved here I <br /> have supported preservation of this precious cultural and natural ecosystem first by advocating <br /> for the VCA Volcano Long Range Plan, then as a working group member of the PCDP <br /> Malama I Ka `Aina section and now once again with the VCA Forest Overlay Committee to <br /> implement the forest overlay district as proposed in the PCDP. The Volcano Long Range Plan <br /> 2015 states in its conclusion"Volcano is no ordinary place. The Volcano environment is <br /> fragile and unstable." Since that was written ROD has attacked our `ohi'a forest as well as <br /> drought and continued development and land clearing. The VLRP further states "We can't <br /> control the volcanoes or the weather but we can control our imprint on the land and our <br /> community ". This is the basis of our community goals and actions. <br /> For those of us living in Volcano Village,zoning helps us thoughtfully grow our community in a way that <br /> respects and preserves our remaining native forest—a big part of what makes Volcano special in Hawaii <br /> nei.The PCDP and Volcano Long Range Plan specifically advocates designating the Volcano area as a <br /> Biosphere Reserve Buffer or Transition Zone with the possibility of enacting a special overlay district.The <br /> glossary of the 2045 GP Draft 2 states: "Biosphere Reserve Buffer Zone(BRBZ) is enacted as an overlay <br /> district for Volcano area to guide development within the region's native forest through regulatory <br /> measures and economic incentives." <br /> The PCDP Managing Growth section includes under Actions and Implementation "Denying zone changes for <br /> commercial or light industrial use on sites that are not within designated village/town centers."The below <br /> map from the GP 2045 draft shows the Morris property outside of Volcano Village Center. I base my <br /> testimony upon this information. <br /> We do as a community welcome resident oriented businesses such as healthcare, banking services,and <br /> social services.
