<br />WINDWARD PLANNING COMMISSION <br />COUNTY OF HAWAI‘I <br /> <br />MINUTES <br />JUNE 2, 2011 <br /> <br />The Windward Planning Commission met in regular session at 9:15 a.m. in the County of <br />Hawai‘i, Aupuni Center Conference Room, 101 Pauahi Street, Hilo, Hawai‘i, with Chairman <br />Zendo Kern presiding. <br /> <br />COMMISSIONERS PRESENT: Zendo Kern, Dean Au, Takashi Domingo, Wallace Ishibashi, <br />and Stephen Ono <br /> <br />STAFF PRESENT: Julie Mecklenburg (Deputy Corporation Counsel), Phyllis Fujimoto (Staff <br />Planner), and Jeff Darrow (Staff Planner). <br /> <br />The Chair introduced the staff and Windward Planning Commissioners to the public and <br />described the procedures to be followed for today’s meeting. <br /> <br />The Commission took the following item up at 9:17 a.m. with 8 people from the public in <br />attendance: <br /> <br />APPLICANT: BRIAN ANDERSON <br />REQUEST FOR DECLARATORY RULING REGARDING <br />SPECIAL PERMIT NO. 09-095 <br />Request for a Declaratory Ruling seeking clarification regarding Condition No. 6 (special events) of <br />Special Permit No. 09-095, which allowed the establishment of a country market and occasional <br />special events for non-profit agencies within an existing covered equestrian arena on approximately <br />2.3 acres of land situated within the State Land Use Agricultural District. The property is located <br />along the north (makai) side of Highway 19 and east of the Waimea Country Club golf course near <br />TMK: 4-7-007: 040. <br />the 51-mile marker, Waikoekoe, Hamakua, Hawai'i, <br /> <br />(SEE EXHIBIT A) <br /> <br />RECESSED – The Chair recessed the meeting at 11:14a.m. <br /> <br />RECONVENED – The Chair reconvened the meeting at 11:26 a.m. <br /> <br />The Commission took the following item up at 11:26 a.m. with 6 people from the public in <br />attendance: <br /> <br />APPLICANT: KIPIMANA, LLC (formerly VERNE AND LYNN WOOD) <br /> <br />(AMENDMENT TO SPECIAL PERMIT NO. 05-018) <br /> <br />Amendment request for a 10-year time extension to or deletion of Condition No. 2 (life of the <br />permit) of Special Permit No. 05-000018, which allowed the establishment of a baseyard for the <br />construction, storage and servicing of water catchment systems and to allow the construction of a <br />3,200 square foot metal warehouse building on approximately 24,000 square feet of land situated <br />1 <br /> <br /> <br />
