<br />NORTH KOHALA COMMUNITY DEVELOPMENT PLAN <br />ACTION COMMITTEE MINUTES <br />MEETING DATE January 14, 2013 <br />TIME 5:02 pm <br />PLACE County Facility (former Bank of Hawaii Building), 54-3888 <br />Akoni Pule Highway, Kohala, Hawaii 96755 <br /> <br />ATTENDANCE <br />1. Members Present: John Winter, Joe Carvalho, Collin Kaholo, Hermann Fernandez, Frank <br />Cipriani, and Susan Fischer. <br />2. Members absent: Christopher Keone MacKillop <br />Also present was Project Manager Rosalind Newlon from the Office of the Hawaii County <br />Planning Department. <br />3. Public Attendance: Margaret McFedries, Toni Withington, Lynda Wallach, Jesse Wells, <br />Dixie Adams, and Jon Adams. <br />STATEMENTS FROM THE PUBLIC ON AGENDA ITEMS: None. <br />ADMINISTRATIVE MATTERS: <br />1. Minutes of the November 26, 2012 meeting were reviewed and discussed by the AC <br />Members. The minutes were unanimously approved with changes submitted by the AC <br />members. <br />REPORTS <br />1. NKCDP AC SUBCOMMITTEE REPORTS <br /> <br /> Hermann Fernandez reported on the Barclay yard setback <br />a. Growth Management: <br />variance application. Hermann said there were signs posted for a new subdivision <br />application and Hermann requested that the Planning Department provide earlier <br />notification of subdivision applications. <br />Frank Cipriani provided an update on the Important Agriculture Land <br />b. Agriculture: <br />(IAL) initiative in support of Strategy 1.8 of the NKCDP, to participate in the <br />identification of IAL, and said that he recently received one request for information. <br />Frank said that he has been working on the strategically sited lands project and has <br />been obtaining information on the coastline below the state owned land for <br />mariculture (marine-aquaculture). Frank said that the soil testing program with Jana <br />Boggs is in place and that information will be disseminated. Frank said the North <br />Kohala high school students have the aquaponics program in place, that it has been <br />built, and they are using tilapia fingerlings that they recently obtained. Frank said <br />that he is also looking at the costs associated with siting and pumping for water wells <br />to support agricultural. <br /> Joe Carvalho said that the DLNRs Legacy Land Conservation <br />c. Public Access: <br />Commission fully supported the conservation easement to be managed by the <br />Hawaiian Island Land Trust at Halelua. Joe said that they are paving lots at Kohala <br />Kai and that a different trail alignment is being evaluated in support of Strategy 2.2 of <br />1 <br /> <br />
