<br /> <br />WINDWARD PLANNING COMMISSION <br />COUNTY OF HAWAI‘I <br /> <br />HEARING TRANSCRIPT <br />MARCH 7, 2013 <br /> <br />CONNECTIONS NEW CENTURY <br />A regularly advertised hearing on the application of <br />PUBLIC CHARTER SCHOOL /CBESS (SPP 12-138) <br />was called to order at 9:51 a.m. in the <br />County of Hawai‘i, Aupuni Center Conference Room, 101 Pauahi Street, Hilo, Hawai‘i, with <br />Chairman Dean Au presiding. <br />COMMISSIONERS PRESENT: Dean Au, Ronald Gonzales, Wallace Ishibashi, and Raylene <br />Moses <br />STAFF PRESENT: Ivan Torigoe (Deputy Corporation Counsel), B. J. Leithead Todd (Planning <br />Director), Daryn Arai (Planning Program Manager), Phyllis Fujimoto (Staff Planner), Maija <br />Cottle (Staff Planner), Jeff Darrow (Staff Planner), and Sharon Nomura (Secretary) <br />And approximately 35 people from the public in attendance. <br />ABSENT AND EXCUSED: Stephen Ono <br />APPLICANT: CONNECTIONS NEW CENTURY PUBLIC CHARTER SCHOOL /CBESS <br />(SPP 12-138) <br />Continued hearing on an application for a Special Permit to develop a K to 12 charter school <br />campus with dorm facilities and related uses on approximately 70 acres of land situated in the <br />State Land Use Agricultural District. The property is located on both the southwest and <br />northeast sides of Edita Street near its intersection with Kaūmana Drive and adjoining the Pacific <br />Plantation Subdivision in Kaūmana, South Hilo, Hawai‘i, TMK: 2-5-006:141. <br />AU: Okay, applicant number three CONNECTIONS NEW CENTURY PUBLIC CHARTER <br />SCHOOL/CBESS, Special Permit No. 12-138. We are going to do something different here. <br />Before you guys get seated, we are going to go, I'd like to entertain a motion, oh, Commissioner <br />Gonzales is not here yet. I thought he was here. There is Commissioner Gonzales. I'm sorry, I <br />thought you were here. <br /> <br />GONZALES: Sorry. I was outside. <br /> <br />AU: What I'd like to do is I'd like to entertain a motion for an executive session prior to getting <br />started, just to get our Commissioners up to speed. Certain things have transpired since the last <br />meeting; and, maybe, Corporation Counsel can explain. <br /> <br />TORIGOE: Yes. So, Mr. Chairman, the purpose of this executive session would be to consult <br />with me and to get legal counsel regarding this application. Is that correct? <br /> <br />AU: Yes, that’s correct.
