Communication No. 2014-13
PCDP Subcommittee on Connectivity and Emergency Response
Meeting—February 25, 2014 Keaau Community Center
MINUTES
Call to Order: 5:13 p.m.
Approval of Minutes as Circulated (January 28, 2014)
In Attendance: Patti Pinto, Farris Etterlee, Hannah Hedrick, Marlene Hapai, Chair
Old Business:
1. Discussion of Connectivity and Emergency Response Connectivity Locations and present map representing community suggestions thus
far to include map showing PREP Fair community suggestions collected 8/31/13 and current input from Hawaiian Acres and Orchidland
submitted on surveys sent out.
The following discussion ensued. A question arose as to the differences between County maintained and Private maintained roads. If
roads are in poor condition, can the County take over and maintain them if they are used for Emergency Response? It was felt that access
should come with shared maintenance.
2. Scheduled testimony dates to determine CL recommendations to be forwarded to elected officials and others able to implement CLs.
Dates below are provided to give a timeline to move implementation along. However, testimony can be given at any PCDP AC meeting
regarding Connectivity Locations and Emergency Evacuation Routes throughout the process.
Puna Uka: February 11, 2014 and March 11, 2014
Puna Waena and Puna Kai: March 11, 2014 and April 8, 2014
A recommendation was made to send this information out to all subdivisions.
Farris Etterlee will work with Patti Pinto to acquire mailing and email contact information from Title companies so all subdivisions with
contact information are able to receive the information.
Further discussion suggested that all subdivisions be offered a Connectivity and Emergency Response presentation to inform them of
progress thus far in mapping and surveys recommending connectivity and emergency evacuation routes and emergency preparedness. It
was also discussed that both Council Members Ilagan and Kern be offered presentations for their purposes, possibly to their constituency
as they have been most helpful with the PREP Fairs. Council Member Brenda Ford has requested a presentation to the Volcano
community as there were no suggestions made during the PREP Fair and members of the community requested their suggestions be
represented.
3. PREP Fair 2014
• Saturday, August 30, 2014, Keaau High School, 9:00 a.m.-3:00 p.m.
• Initial Planning: Major goals
• Timeline
• Review Sections and Presenters, Exhibitors, Vendors
Suggestion made that summary information of major Emergency Response services be presented in some form at the next PREP Fair.
Next Meeting: March 25, 2014 —Location: Keaau CC
Adjournment: 6:45 p.m.
