<br />WINDWARD PLANNING COMMISSION <br />COUNTY OF HAWAI‘I <br /> <br />MINUTES <br />JUNE 4, 2015 <br /> <br />The Windward Planning Commission met in regular session at 9:00 a.m. in the County of <br />Hawai‘i, Aupuni Center Conference Room, 101 Pauahi Street, Hilo, Hawai‘i, with Vice-Chair <br />Raylene Moses presiding. <br /> <br />COMMISSIONERS PRESENT: Raylene Moses, Donn Dela Cruz, Charles Heaukulani, <br />Gregory Henkel, and Donald Ikeda. <br /> <br />ABSENT & EXCUSED: Myles Miyasato. <br /> <br />ALSO PRESENT: Duane Kanuha (Planning Director), Danny Patel (Deputy Corporation <br />Counsel for the Windward Planning Commission), Amy Self (Deputy Corporation Counsel for <br />the Planning Director), Daryn Arai (Planning Program Manager), Jeff Darrow (Staff Planner), <br />Maija Jackson (Staff Planner), Christian Kay (Staff Planner), and Sarah Hata-Finley <br />(Commission Secretary). <br /> <br />A quorum was present. Madam Chair Moses introduced Windward Planning Commissioners <br />and staff to members of the public, and went over the procedures for public testimony. <br /> <br />STATEMENTS FROM THE PUBLIC – No statements were presented under this section of the <br />agenda. <br /> <br /> <br />1.APPLICANT: CHERIESS BUGADO (SPP 15-179/SMA 15-059) <br />Applications for a Special Management Area Use Permit and a Special Permit to allow the <br />construction and operation of a wellness facility and spa on 1.136 acres of land within the <br />Special Management Area (SMA) and the State Land Use Agricultural District. The <br />property is located on the makai (east) side of Wainaku Street directly across the intersection <br />of Wainaku Street and Kulana Kea Drive, Pāpa‛a, South Hilo, Hawai‘i, TMK: 2-6-012:008. <br /> <br />The Commission took this item up at 9:02 a.m. with 17 people from the public in attendance. <br /> <br />(SEE EXHIBIT A) <br /> <br />This item ended at 9:26 a.m. <br /> <br /> <br />2.APPLICANT: ARROW OF OREGON/HAWAI‘I, LLC (Amend SPP 09-076) <br /> <br />Application for an amendment to Special Permit No. 09-000076, which was approved to <br />allow a cinder and rock quarry operation on 5.003 acres of land situated within the State <br />Land Use Agricultural District. The amendment will add 8.009 acres for a total of 13.012 <br />acres of land.
