Power, Viewplanes, Erosion Control Subcommittee
report to
NKCDP AC meeting August 10, 2015
POWER
Paniolo Power representatives have asked to meet with subcommittee members at Parker
Ranch as Paniolo Power reaches out to Åask community members for advice" on the microgrid
concept for Kohala.
VIEWPLANES
Preserving views from Akoni Pule Highway is called for in the CDP. Kohala Shoreline LLC Draft
Environmental Assessment (EA), for the 37.88 acres makai of Kohala Ranch and Kohala
Estates, includes building setbacks, earth tone colors and 25 feet maximum building heights.
Subcommittee members wrote letters as individuals commenting that tree height is often the
greatest view blocker. Along Kohala Shoreline's stretch of Akoni Pule Highway, a tall windbreak
parallel to the highway would block most of the view of the ocean. Coastline views would be
impacted by proposed building sites, one located 40 feet from the shoreline and several located
makai of the historic Ala Loa.
EROSION CONTROL
In the Kohala Shoreline's EA letters, sediment or infiltration basins were encouraged to decrease
runoff into the ocean.
Kailapa requested assistance after designers of a drainage plan for a new playground parking lot
required extra infiltration data, referred to as a Geotech Report, for a sediment basin versus a
drywell to handle runoff. County approved engineering plans of infiltration basins, located on a
nearby project with similar percolation conditions, were provided to Kailapa.
Meetings coming up with State DOT Airport engineers on erosion control efforts at Upolu Point.
