Parks Water and Roads subcommittee report: The Parks, Water and Roads Subcommittee held two evening meetings on the use of Pratt Road as an emergency bypass in the event that Akoni Pule Highway should again become blocked. The first meeting, on 9/30, was for landowners along Pratt to express their concerns. Once those concerns were compiled a second meeting for the general public was held on 10/14. The subcommittee is now working on briefing our political reps and county officials to begin the process of addressing the issues (e.g. security, liability, maintenance) and establishing Pratt Road as a useful bypass from Kapaau to Niulii. The subcommittee again asked the Department of Water Supply about lifting the water meter moratorium for small new subdivisions while the Halaula well continues to drag on (it is still about 2 years away, stalled over negotiating the price of obtaining the well and property). DWS declined our request.
