Power, Viewplanes, & Erosion Control <br />subcommittee report <br />to the November 9, 2015 <br />NK CDP Action Committee meeting <br />POWER - <br />Solar Matter's initiative was paid a second visit at the home of Carter Collins by Jay <br />Ignacio, President of HELCO. The parties are continuing to discuss Solar Matter's <br />proposal for a solarized bikeway between North Kohala and North Kona. <br />Dutch Kuyper, President of Paniolo Power, has recently indicated by letter that he will <br />soon meet with team leader Carter, along with Paniolo Power's upper management, <br />to further discuss the bikeway. <br />Members of the subcommittee are continuing to follow the proceedings of the Public <br />Utilities Commission on Hawaii's energy future. <br />VIEW PLANES - <br />A cellphone tower has been proposed for the top of Kailapa on Hawaiian Homelands, <br />but reportedly is unlikely due to the constraints of prior agreements with Sandwich Isles <br />Communications. <br />EROSION CONTROL - <br />The Airports Division has put out soil control barriers, including stone filters and "straw <br />wattles", at numerous locations at Upolu and documented the locations on a map. These <br />types of barriers have worked well at the Kawaihae Pelekane project when staked well, <br />so each roll has been staked to the ground at least 5 times to secure it in place. The <br />next heavy rainfall will show how effective these measures turn out to be, but hopefully <br />they will kick start the natural recovery process into gear a bit faster. The Airports <br />Division has more of these materials available in storage and will be purchasing more for <br />additional installations. Kohala Lihikai is working with school kids to prepare signs about <br />the erosion control project. <br />
