<br /> <br />WINDWARD PLANNING COMMISSION <br />COUNTY OF HAWAI‘I <br /> <br />MINUTES <br />FEBRUARY 4, 2016 <br /> <br />The Windward Planning Commission met in regular session at 9:03 a.m. in the County of <br />Hawai‘i, Aupuni Center Conference Room, 101 Pauahi Street, Hilo, Hawai‘i, with Chairman <br />Charles Heaukulani presiding. <br /> <br />COMMISSIONERS PRESENT: Charles Heaukulani, Donn Dela Cruz (to 9:53 a.m.), Gregory <br />Henkel, Donald Ikeda, Myles Miyasato, and Raylene Moses. <br /> <br />ALSO PRESENT: Duane Kanuha (Planning Director), Danny Patel (Deputy Corporation <br />Counsel for the Windward Planning Commission), Daryn Arai (Planning Program Manager), <br />Jeff Darrow (Staff Planner), Christian Kay (Staff Planner) (to 9:53 a.m.), and Sarah Hata-Finley <br />(Commission Secretary). <br /> <br />A quorum was present. Chairman Heaukulani introduced Windward Planning Commissioners <br />and staff to members of the public, and went over the procedures for public testimony. <br /> <br />STATEMENTS FROM THE PUBLIC – No statements were presented under this section of the <br />agenda. <br /> <br />Addition of Approval of Minutes for the January 29, 2016 Site Inspection to the Agenda <br /> <br />At 9:05 a.m., it was moved by Commissioner Miyasato, and seconded by Commissioner Ikeda <br />that the Approval of the Site Inspection Minutes of January 29, 2016, regarding the Arrow of <br />Oregon/Hawaiʽi, LLC (Amend SPP 09-076) and David and Laura Rodrigues (SPP 15-178) <br />applications be added to the Windward Planning Commission’s February 4, 2016 agenda. The <br />motion was unanimously carried by a voice vote of all Commissioners in attendance. <br /> <br /> <br />1.APPLICANTS: RICK AND JUSTIN PORTER (SPP 15-186) <br />Application for a Special Permit to convert a portion of an existing single family dwelling <br />into an approximately 500-square foot certified kitchen to accommodate the manufacture and <br />distribution of salsa.
