WINDWARD PLANNING COMMISSION <br />COUNTY OF HAWAII <br />MINUTES <br />MAY 5, 2016 <br />The Windward Planning Commission met in regular session at 9:02 a.m. in the County of <br />Hawaii, Aupuni Center Conference Room, 101 Pauahi Street, Hilo, Hawaii, with Chairman <br />Charles Heaukulani presiding. <br />COMMISSIONERS PRESENT: Charles Heaukulani, Gregory Henkel, Donald Ikeda, Myles <br />Miyasato, and Raylene Moses. <br />ABSENT & EXCUSED: Donn Dela Cruz. <br />ALSO PRESENT: Duane Kanuha (Planning Director), Danny Patel (Deputy Corporation <br />Counsel for the Windward Planning Commission), Daryn Arai (Planning Program Manager) <br />(from 9:13 a.m.), Jeff Darrow (Staff Planner), Christian Kay (Staff Planner), and Sarah <br />Hata-Finley (Commission Secretary). <br />A quorum was present. Chairman Heaukulani introduced Windward Planning Commissioners <br />and staff to members of the public, and went over the procedures for public testimony. <br />STATEMENTS FROM THE PUBLIC — No statements were presented under this section of the <br />agenda. <br />1. APPLICANT: CHRIS BRILHANTE (REZ 16-203) <br />Application for a Change of Zone from an Agricultural - 3 acre (A -3a) to a Family <br />Agricultural - 1 acre (FA -la) zoning district for 3.576 acres of land. The property is located <br />at the southwest end of Ho`ohoaloha Street, approximately 1,500 feet south from its <br />intersection with Ainaola Drive, Waiakea Homestead 2nd Series, South Hilo, Hawaii, TMK. <br />2-4-034:044. <br />The Commission took this item up at 9:04 a.m. with 12 people from the public in attendance. <br />(SEE EXHIBIT A) <br />This item ended at 9:12 a.m. <br />2. APPLICANT: BIG ISLAND CANDIES, INC. (Amend REZ 05-023) <br />Request for a 5 -year time extension to Condition C (time to complete construction) and <br />Conditions D, E, and F (roadway infrastructure improvements) of Change of Zone Ordinance <br />No. 06-114, which rezoned 45,450 square feet of land from an Single -Family Residential - <br />10,000 square feet (RS -10) to a General Commercial -20,000 square feet (CG -20) zoning <br />district to allow an additional production/storage facility and related uses.
