WINDWARD PLANNING COMMISSION <br />COUNTY OF HAWAII <br />ACTIONS <br />OCTOBER 6, 2016 <br />1. APPLICANT: KATHRYN TYDLACKA (Amend SPP 14-172) <br />Request to amend Special Permit No. 14-172 to increase permitted enrollment at the Ka`u <br />Learning Academy public charter school from 65 students to 100 students and to allow for <br />related facility improvements to accommodate the increase in enrollment. Special Permit <br />No. 14-172 was originally approved to allow the establishment of a public charter school and <br />related uses with a maximum enrollment of 65 students within the former Discovery Harbour <br />Golf Course clubhouse which is situated on 3.69 acres of land within the State Land Use <br />Agricultural District. The property is located at 94-1581 Kaulua Circle, Discovery Harbour <br />Subdivision, Unit I, Ka'u, Hawaii, TMK: 9-4-001:019. <br />Deferred until further notice. <br />2. APPLICANT: PAUL OGASAWARA (REZ 16-207) <br />Application for a Change of Zone from a Single -Family Residential —10,000 square feet <br />(RS -10) to a Village Commercial — 10,000 square feet (CV -10) zoning district for <br />approximately 29,837 square feet of land. The subject property is located on the south side <br />of Pahoa Village Road, about 320 feet southeast of Akeakamai Loop, Pahoa Village, Puna, <br />Hawaii, TMK: 1-5-002:027 and 1-5-114:020 (portion). <br />Favorable recommendation to the County Council with proposed conditions. <br />3. APPLICANTS: ROBERT S. AND CAROL OSHIRO (Revoke USE 133) <br />Revocation of Use Permit No. 133, originally approved on March 9, 1995, to allow the <br />establishment of an adult daycare facility within an existing single-family dwelling located <br />on approximately one (1) acre of land situated within the Single -Family Residential -10,000 <br />square foot (RS -10) zoning district. The subject parcel is located on the east (makai) side of <br />Kilauea Avenue, approximately 180 feet north of its intersection with East Kahaopea Street, <br />Waiakea Homestead Houselots, Waiakea, South Hilo, Hawaii TMK: 2-2-040:004. <br />Approved. <br />4. APPLICANTS: ROBERT S. AND CAROL OSHIRO (REZ 16-208) <br />Application for a Change of Zone from a Single -Family Residential -10,000 square foot (RS - <br />10) to a Neighborhood Commercial -10,000 square foot (CN -10) zoning district for <br />approximately one (1) acre of land. The subject parcel is located on the east (makai) side of <br />Kilauea Avenue, approximately 180 feet north of its intersection with East Kahaopea Street, <br />Waiakea Homestead Houselots, Waiakea, South Hilo, Hawaii TMK: 2-2-040:004. <br />Favorable recommendation to the County Council with proposed conditions with <br />amendments. <br />
