The language, <br />"To the extent practicable" removes the need to change shall to should. By putting should, <br />you will frustrate the clearly expressed will of the community to have pedestrian and bike <br />ways on all existing streets. <br />A good example is Mamalahoa Highway where pedestrians cannot walk safely. <br />James Sogi
