MEETING MINUTES <br />UPERPP / CERT, GUIDANCE MEETING WITH HAWAII COUNTY CIVIL DEFENSE <br />04/25/2018 10:00 AM <br />• CERT Program - Bill Hanson (HCCD) presented the origins and history of the CERT program. The CERT concept was <br />developed by the Los Angeles City Fire Department in the '70s. The 1985 Mexico City Earthquake demonstrated <br />how vulnerable volunteers without proper training can be as 100 lost their life. 9-1-1 offered the catalyst for <br />establishing the Citizen Corps Program defining CERT and other The Whittier Narrows earthquake in 1987 <br />underscored the area -wide threat of a major disaster in California could isolate communities from responders and <br />responders from communities. CERT became a means for the government to provide training for those <br />volunteering to assist in disasters. <br />• Hannah Hedrick presented an overview of the "Upper Puna Emergency Response and Preparedness Plan" <br />(UPERPP). Objective: To create a template for inter -subdivision cooperation by developing guidelines and <br />systems to ensure that residents of Upper Puna are prepared for a disaster and that they receive timely <br />information and basic necessities. <br />Actions: <br />(1) Connecting with existing CERT personnel and training additional Upper Puna CERT members. <br />(2) Recruiting Outreach Volunteers to identify UPERPP participants, including ham radio operators, health care <br />providers, residents with equipment and tools, and people with special needs. <br />(3) Ensuring progress on removing barriers blocking the existing road connecting Fern Forest and Eden Roc at <br />lower Kaleponi and Punahele. <br />• Mapping a Strategy (Bill Hanson) <br />1. Meeting with CIVIL DEFENSE ADMINISTRATOR: Talmadge Magno in order to present the UPERPP plan <br />which would include development of a CERTteam as a central feature. Intended outcome of this meeting <br />is to build support and backing for this project. <br />2. UPERPP team to request assistance from EMERGENCY RESPONSE PLANNER Barry Pariot in further <br />development of the UPERP plan integrating CERT and utilizing other appropriate existing resources. <br />3. Meet with Hawaii County Assistant Fire Chief Gantry Andrade regarding coordination between VFD 5-C <br />(Fern Forest Volunteer Fire Department) and ongoing training related to CERT. <br />4. Meet with Doug Wilson regarding development of a Community Emergency Plan and HAM radio <br />emergency communications training and coordination with COHCD. <br />5. Meeting with Citizens Corps and Bobbye St Ambrosgio regarding integrating the CERT team with the Fern <br />Forest Neighborhood Watch as a combined resource or at least develop a corporative relationship <br />between the two groups. <br />6. ALL HANDS MEETING: UPERPP planners, existing CERT personnel, Volunteers who have shown interest in <br />CERT participation and other various interested stake holders get together and Talk Story. <br />7. Outreach to churches and other local civic organizations in order to develop support for UPERPP and <br />identify potential volunteers. <br />
