WINDWARD PLANNING COMMISSION <br />COUNTY OF HAWAII <br />MINUTES <br />MAY 3, 2018 <br />The Windward Planning Commission met in regular session at 9:00 a.m. in the County of <br />Hawaii, Aupuni Center Conference Room, 101 Pauahi Street, Hilo, Hawaii, with Chairman <br />Joseph Clarkson presiding. <br />COMMISSIONERS PRESENT: Gilbert Aguinaldo, Joseph Clarkson, Donald Ikeda, Thomas <br />Raffipiy, John Replogle. <br />ABSENT & EXCUSED: Donn Dela Cruz. <br />ALSO PRESENT: Michael Yee (Planning Director), Malia Ho Hall (Deputy Corporation <br />Counsel for the Windward Planning Commission), Jeff Darrow (Planning Program Manager), <br />Maija Jackson (Planner), Christian Kay (Planner), Shancy Watanabe (Planner) (to 11:13 a.m.), <br />Bethany Morrison (Planner) (from 11:18 a.m. to 12:44 p.m.), Melissa Dacayanan (Planning <br />Commission Support Technician) (to 12:25 p.m.), and Sarah Hata-Finley (Commission <br />Secretary). <br />A quorum was present. Chairman Clarkson introduced Windward Planning Commissioners and <br />staff to members of the public and went over the procedures for public testimony. <br />STATEMENTS FROM THE PUBLIC — No statements were presented under this section of the <br />agenda. <br />APPLICANT: TAYLOR SUMMERS AND AMBER MITCHELL (SPP 18-000196) <br />Application for a Special Permit to allow the establishment of a 2 -bedroom bed and <br />breakfast operation and community commercial kitchen on 1.00 -acre of land situated <br />within the State Land Use Agricultural District. The subject property is located on the <br />northeast (makai) side of 5th Avenue, about 1,400 feet northwest of the intersection of 5th <br />Avenue and Kaloli Drive, Hawaiian Paradise Park subdivision, Puna, Hawaii, <br />TMK: (3) 1-5-053:139. <br />The Commission took this item up at 9:02 a.m. with 37 people from the public in attendance. <br />(SEE EXHIBIT A) <br />This item ended at 9:34 a.m. <br />2.
