The Consolidated Annual Performance and Evaluation Report (CAPER) provides a brief summary of the progress, the County of Hawaii has achieved for the period of July 1, 2018 through June 30, 2019, to meet its goals, priorities and objectives stated in its Consolidated Plan for 2015-2019. Briefly, the County has accomplished the following: Resources for 2018-19 Federal Funds Received: $2018 CDBG Allocation $2,694,402.00 and CDBG Program Income received $48,924.89 for a total of $2,743,326.89. PRIORITIES: The County's 2015-2019 Consolidated Plan includes four priorities: Housing & Special Needs Housing, Homeless, Community Development and Fair Housing. The County has accomplished the following during the period of July 1, 2018 through June 30, 2019: HOUSING & SPECIAL NEEDS: Provided 83 new households with Tenant Based Rental Assistance for a total of 147 families; rehabilitated 5 homes for the Residential Repair Program (RRP); HOMELESS: constructed 30 emergency shelter units for families who were impacted by the Kilauea Eruptions. COMMUNITY DEVELOPMENT: Completed the acquisition of an 8 passenger van for the Boys and Girls Club of the Big Island and the acquisition of two refrigerated vans for the Food Basket for its emergency food distribution; completed the installation of Security Fencing at the Boys and Girls Club Facility; and completed the construction of accessibility improvements at the Hilo Drag Strip. The County also awarded and began the design for the Kulaimano Elderly Housing Renovation Phase III, Kiheipua Family Shelter - Roof and Certified Kitchen, Hale Maluhia Shelter - Roof and Accessibility Improvements and the Boys and Girls Club - Gym and Paving projects. The County started the construction of the Kulaimano Elderly Housing Phase II - Various Renovations project, the West Hawaii Emergency Certified Kitchen and launched, with the State of Hawaii Housing and Finanace Development Corporation, the Hawaii Housing Planning Study for the 2020-2024 Consolidated Plan. In 2018, the County reprogrammed $231,802.69 of 2016 CDBG funds from the cancelled Kamakana Senior and Family Rental Housing Project. This money was reprogrammed to the Food Basket Emergency Food Distribution Project and the West Hawaii Emergency Shelter Certified Kitchen Project. The County also reprogrammed $230,000.00 of the 2017 CDBG funds from the Residential Repair Program to the West Hawaii Emergency Shelter Certified Kitchen Project. FAIR HOUSING: In PY2018, the OHCD conducted a total of 7 Fair Housing training/seminar sessions for property managers, homeless programs and for the general public. In PY2018, there were approximately 1,000 hits to the website for people seeking information. The County's Fair Housing officer participated in 4 meetings with other Fair Housing officers.,. To keep abreast of any changes in Fair Housing and to increase their knowledge, the County Fair Housing Officer attended 2 Fair Housing Training sessions. CDBG PROGRAM: Housing Rehabilitation: In PY2018, the County of Hawaii rehabilitated 5 owner occupied units to meet health and safety standards. During this period 11 new applications were received, with 11 currently being processed. Construct and/or repair public facilities: In 2018, the Boys and Girls Club of the Big Island completed the tree removal from their facility premises along with the installation of perimeter/security fencing. The County Parks and Recreation also completed the removal of architectural barriers and the construction of Accessibility Improvements at the Hilo Drag Strip Project. The County initiated design contracts for the Kulaimano Elderly Housing Phase III - Renovations project, HOPE Services Kiheipua Family Shelter - Roof and Certified Kitchen Project, Hale Maluhia Shelter - Roof and Accessibility Improvements Project and the Boys and Girls Club - Gym and Paving Project, The County started the construction to the Kulaimano Elderly Housing Phase II - Various Renovations project and the West Hawaii Emergency Certified Kitchen Project. Transportation Services: The Boys and Girls Club of the Big Island acquired a 8 passenger van to transport children from low and moderate income areas to their club facilities. Public Service: The Food Basket completed its acquisition of two (2) refrigerated vans for its emergency food distribution program. Planning: For the 2020-2024 Consolidated Plan, Hawaii County, along with the Maui County, Kauai County, the City and County of Honolulu and the State of Hawaii Housing and Finance and Development Corporation, launched the Affordable Housing Study. HOME PROGRAM: TBRA: The County of Hawaii projected to serve 20 families in PY2018. Eighty three (83) new families were served during this PY, for a total of 147 families assisted with TBRA program funds. FAIR HOUSING: In PY2018, the OHCD conducted a total of 7 Fair Housing training/seminar sessions for property managers, homeless programs and for the general public. Of these 7 training/seminars, 2 were conducted for property managers and the general public (1 in Hilo and 1 in Kona) and 4 additional Fair Housing training/seminars were held with local non -profits and for people re-entering the housing market. Total attendance included 7 staff members and approximately 135 public attendees, 45 of which were new landlords and 23 of which were non-English speaking or of limited English proficiency. The OHCO's website has continued to be successful in increasing awareness of housing rights and resources. In PY2O18, there were approximately 1,000 hits to the website for people seeking information. On June 19, 2019, the OHCD launched a dedicated Fair Housing website from the County of Hawaii's main website to further increase awareness and exposure. The OHCD also worked with the County of Hawaii's Aging and Disability Resource Center (ADRC) to become a Kahi Malama ADRC Partner on the website which provides direct access to the County's Fair Housing website from their home page. In addition, the County received 44 phone calls/inquiries, all of which were provided assistance. The County's Fair Housing officer participated in 4 meetings with other Fair Housing officers, which included 3 quarterly meetings and 1 Fair Housing Officer's meeting for respondents. The County has designated the Office of Houisng and Community Development (OHCD) to administer the CDBG funds for the County. The purpose of the CDBG funds is to encourage the development of viable communities by providing decent housing, suitable living environments and expanding economic opportunities principally for persons of low and moderate income. The OHCD requests project proposals from government agencies/departments and non-profit organizations. The Hawaii County Finance Committee approves the resolution to receive the CDBG allocation and the Hawaii County Council approves the resolution authorizing the Mayor to receive, execute and submit the Action Plan to HUD for approval. The County of Hawaii is not a direct recipient of the HOME Investment Partnerships (HOME) Program. The State of Hawaii is the recipient of the HOME funds and is, therefore, required to submit and report on the performance of the State's Consolidated and Action Plans. (The information on the County's HOME Program is provided in the County's CAPER for informational purposes only. The official HOME Performance Report can be found in the State's CAPER). The County of Hawaii is also not a direct recipient of the National Housing Trust (HTF) Program. The State of Hawaii is the recipient of the HTF funds. However, the performance of the HTF program is included in the County's CAPER. In order to meet the priorities, objectives and performance measures, the County distributes its CDBG, HOME and HTF allocations through a Request for Proposal (RFP) process, This competitive process its intended to ensure that the projects funded by the County are consistent with the County's priorities as contained in the Consolidated Plan, are eligible for CDBG, HOME and HTF funds and can be implemented in a timely manner, CAPER 12. The County of Hawaii continues to strive to meet all of its Consolidated Plan goals,. In program year 2018, Hawaii County assisted 83 new families with TBRA for a total of 147 families. In June 2019, renovations to the Homes of Ulu Wini project were completed. This project involved the installation of additional walkways to the storage units and renovations to 43 bathrooms. CAPER 17 OMB Control No, 2506-0117 (exp. 06/30/2018) In 2018 the OHCD started the Kulaimano Elderly Housing (KEH) Project Phase I renovations. This project included the installation of perimeter fencing, power washing and rust treating of the roofing to all structures. This project is scheduled to be completed in Summer of 2019. In 2018 construction of a certified kitchen at the West Hawaii Emergency Shelter began. The final completion of this project is scheduled for late Summer of 2019. Discuss how these outcomes will impact future annual action plans. The County continues to renovate the 50 -unit Kulaimano Elderly Housing Project site with CDBG funds through multi-year, phased projects. These renovations will include various ADA accessibility improvements, the installation of new mail boxes, improvements to the community center, addressing and/or the abatement of hazardous materials and site drainage. During FY 1849, the County continued to resolve pre -construction planning activities in the Waikoloa Formerly Used Defense Site (FUDS) area to meet HUD conditions for housing development. In December 2018, the Department of Army, Office of the Assistant Secretary of the Army, completed the Remedial Action Report (RARs) for four proposed multi -family housing sites, including the County's Kamakoa Nui site. Beginning in April 2019, the State of Hawaii's Department of Health (DOH) has issued "No Further Action with Institutional Controls Determination" letters for these four multi -family parcels. To date, one multi -family site developer, who is planning to use Project Base Vouchers has petitioned HUD to lift the sanctions to allow for the use of HUD funds. Pending HUD's determination, the Kaiaulu 0 Waikoloa project is s')ated to begin construction of 60 units to support low income residents (60% or lower AMI) in early 2020. In West Hawaii, construction of the Kaloko Heights Affordable Housing project is scheduled to begin in early 2020. This project will be a phased multifamily complex consisting of 111 units, which will provide affordable housing to extremely low, very low and low income families. Home Investment Partnerships Program (HOME) funds and the National Housing Trust (HTF) funds will be utilized in the lst phase of the project. The County is also in the planning and design phase of additional improvements to the West Hawaii Emergency Shelter. These improvements will include, but are not limited to, the installation of a fire suppression sprinker system, security lighting and fencing , solar water heaters, photovoltaic panels and an accessible water fountain. In addition, the County has begun the planning process for a second homeless facility with wrap around support services in West Hawaii. The site will accomodate homeless individuals, as well as some permanent supportive housing. As plans crystalize, CDBG and HOME funds will be needed. The County remains optimistic that construction planning will proceed in FY 2019-2020 and that HUD conditions for development in the FUDS will be met. As such, the County plans to pursue additional CAPER 18 OMB Control No. 2506-0117 (exp. 06/30/2018) single family and multi -family unit development. When the FUDS obstacles are resolved with HUD, the County plans to utilize CDBG and HOME funds in the Waikoloa area. Include the number of extremely low-income, low-income, and moderate -income persons served by each activity where information on income by family size is required to determine the eligibility of the activity. (HOPE) is the primary provider who conducts outreach services to assist homeless persons. HOPE provided outreach to 391 people experiencing unsheltered (homelessness, including 115 children, 36 kupuna or seniors, 10 veterans, 33 people with developmental disabilities and 93 people with physical disabilities. 100% of those encountered were provided with basic necessities suited to each individual's needs, varying from water and emergency food to clothing. All who were encountered were connected to services, including emergency shelter. In May 2018, the Kilauea Eruptions placed over 600 individuals into temporary disaster shelters, increasing the need to help individuals return home or to find other appropriate housing outside of the temporary shelter. HOPE Services Hawaii, along with other partners, which included the Office of Aging, OHCD, Catholic Charities, Big Island Substance Abuse Council, Neighborhood Place of Puna and Care Hawaii provided outreach services to the shelter, completed assessments and connected families to financial and housing resources within and/or outside the County's jurisdiction. Addressing the emergency shelter and transitional housing needs of homeless persons In 2018, under proclamations issued by the Governor and the Mayor of Hawaii County, non-profit agencies built a total of 30 emergency shelter units, providing preference to individuals and families who were impacted by the Kilauea Eruptions. The shelter also provided case management services, referring program participants to appropriate permanent housing options. HOPE Services provided shelters to 408 people, providing safe, clean, healthy and immediate living facilities. More than 90% of households (families and individuals) worked with HOPE staff to complete the VI-SPDAT scoring. HOPE Services continue to meet with stakeholder groups in rural communities to create and vet solutions for unsheltered homelessness. In June 2019, the County, with funding from the State of Hawaii's Homeless Programs Office, opened its first Family Assessment Center in Hawaiian Paradise Park. The County also began working on its plans to construct an emergency shelter and assessment center in CAPER 20 OMB Control No; 2506=0117 (exp. 06/30/2018) West Hawaii. Construction should begin in the fall 2019. Helping low-income individuals and families avoid becoming homeless, especially extremely low-income individuals and families and those who are: likely to become homeless after being discharged from publicly funded institutions and systems of care (such as health care facilities, mental health facilities, foster care and other youth facilities, and corrections programs and institutions); and, receiving assistance from public or private agencies that address housing, health, social services, employment, education, or youth needs The County continues its partnerships with Hawaii First Federal Credit Union and Hawaiian Community Assests, who provide free one-on-one financial education and counseling services, providing an opportunity for individuals to address financial barriers. In May 2018, to provide for an increase in services, the County applied for and was awarded with a planning grant to develop a plan to increase capacity on delivery of financial education and counseling services. The County anticipates an award of an implementation grant in late 2019, which will provide for an opportunity to increase services throughout the island. In 2018, the OHCD provided rental assistance through the Home Investment Partnerships Program (HOME) funded, Tenant Based Rental Assistance (TBRA) Program. The TBRA program provided preferences to the following groups of individuals: individuals experiencing homelessness, at risk of becoming homeless, individuals living in transitional housing, survivors of domestic violence, individuals aging out of foster care programs and family unification. In addition, the OHCD received an award of 47 HUD VASH vouchers and 9 Mainstream Vouchers. Helping homeless persons (especially chronically homeless individuals and families, families with children, veterans and their families, and unaccompanied youth) make the transition to permanent housing and independent living, including shortening the period of time that individuals and families experience homelessness, facilitating access for homeless individuals and families to affordable housing units, and preventing individuals and families who were recently homeless from becoming homeless again The County has fully implemented its Coordinated Entry System. The Coordinated Entry System (CES) facilitates the coordination and management of resources and services through the crisis response system. CES allows users to efficiently and effectively connect people to interventions that aim to rapidly resolve their housing crisis. CES works to connect the highest need and most vulnerable persons in the community to available housing and supportive services equitably. The County convenes its homeless program partners at least monthly to address CES program concerns, to coordinate resources and to discuss current and upcoming available housing. CAPER 21 OMB Control No::, 2506-0117 {exp.. 06/30/2018} Documented results from HOPE Services include the following: • Housing navigation and case management services to a total of 289 households, including 136 households with children; • 79 adults increased their earned income; • 101 adults increased non -earned income; • 72 adults increased non-cash benefits; • 132 households exited to permanent housing; • More than 90% of those housed have affirmed housing at 3- and 6- month marks. CAPER 23 OMB Control No: 2506.0117 (exp 06/30/2018) CR -35 - Other Actions 91.220(j) -(k); 91,320(i) -(j) Actions taken to remove or ameliorate the negative effects of public policies that serve as barriers to affordable housing such as land use controls, tax policies affecting land, zoning ordinances, building codes, fees and charges, growth limitations, and policies affecting the return on residential investment. 91.220 (j); 91.320 (1) The County continues to revise its housing policy to encourage the deveiopment of affordable housing.. Currently, the policy provides higher density consideration for affordable housing developments, as well as provisions allowing the award and sale of excess credits for developers that produce units in excess of their requirement. In addition, the County continues to expedite processing of various county permitting processes for affordable housing developments. The County continues to implement its tax incentive program to homeowners that rent a room in their homes,.. as well as landlords who rent a unit at affordable rates established by the County. Actions taken to address obstacles to meeting underserved needs. 91.220(k); 91.320(j) The Action Plan states that the County wil provide technical assistance to not-for-profit agencies/organizations who are applying for funding. The County has provided technical assistance to The Arc of Hilo, Boys and Girls Club of the Big Island, Hale Ohana Spousal Abuse Shelter, Habitat for Humanity Hawaii Island, Hawaii island Community Development Corporation (HICDC), Hamakua Health Center, Child and Family Services Inc., Easter Seals Hawaii, HOPE Services, Brantely Center, Young Men's Christian Association (YMCA), Salvation Army and Hamakua Youth Foundations, Inc. Actions taken to reduce lead-based paint hazards. 91.220(k); 91.320(j) The Office of Housing and Community Development (OHCD) continues to include an informational sheet titled 'Watch Out for Lead -Based Poisoning" in the Residential Rehabilitation Program application. The OHCD conducted 1 risk assessment in PY2018. Actions taken to reduce the number of poverty -level families. 91.220(k); 91.320(j) The State of Hawaii is responsible for social and human services. The County refers interested cllients to appropriate agencies for service and assistance. The County plans to continue administering the Tenant Based Rental Assistance Program that targets the extremely Ilow and very low income households. This would limit the households from paying more than 30% of their income to housing. In PY2018, the County assisted 83 new families, totaling 147 families, with the HOME funded Tenant Based Rental Assistance Program. The OHCD - Grant's Management Division, currently manages the American Job Center Hawaii (AJCH) through the Workforce Innovation and Opportunity Act (WHOA), The AJCHI also known as the One -Stop CAPER 24 OMB Control) No: 2506-0117 (exp. 06/30/201B} Center provides a variety of employment related services for businesses and workers alike. The AJCH is located at 427 Kilauea Avenue, Suite B-10, Hilo, Hawaii. The AJCH houses the WIOA Adult (low income) and Dislocated Worker (people who have been laid off) programs along with Wagner Peyser (Employment Counselors), the Department of Health Services' First to Work Program and Unemployment Insurance's Re-employment Services and Eligibility Assessments (RESEA), in addition to the local Veterans Employment Representative Program and 9 computer stations Resource Room. Staff at the AJCH can assist with recruiting and screening applicants. They can also provide guidance on how to reach out to specific populations, as well as provide information on hiring tax credits for which a company may be eligible. The AJCH also manages the Rapid Response program which is a pro -active, business focused and flexible program designed for 2 major purposes. First, to assist growing companies access skilled workers from other companies that are downsizing or who have been trained in the skills a company needs to be competitive. The second is to respond to layoffs and plant closings by quickly coordinating services and providing immediate aid to companies and their affected workers. AJCH Staff services for workers include re-employment assistance, layoff aversion, education and training for those unable to return to their job or industry, career counseling and job search assistance, resume preparation and interviewing skills workshops, career pathway planning and case management, soft skills workshops, occupational skills training and educational assistance (basic Math and English, GED or HISET) plus support services. Actions taken to develop institutional structure. 91.220(k); 91.320(j) The 2018 Action Plan states that the County of Hawaii will participate in meetings to overcome gaps in institutional structures. In 2018 the County participated in the following groups: CDBG/HOME Coordinators meetings, Statewide Continuum of Care Group, Hawaii Inter -agency Council on Homelessness, HOME State Recipient Group, Statewide Housing Directors meetings, Statewide Fair Housing meetings, East Hawaii Homeless Initiative, West Hawaii Chronic Homelessness Intervention and Rehabilitation Project (CHIRP) and Hawaii State Department of Health and Human Service Homeless Programs Office. These groups include members from the State of Hawaii, County of Maui, Kauai and Hawaii, The City and County of Honolulu, Federal U.S. Department of Housing and Urban Development and various service providers. Working together helps in identifying gaps, resolving issues, sharing ideas and planning coordinated efforts to provide for better programs and assist the beneficiaries of the different programs. CAPER OMB Control No 2506.0117 (extL 06/30/2018) Actions taken to enhance coordination between public and private housing and social service agencies. 91.220(k); 91.320(j) The County continually expands its email (list to notify interested citizens and organizations of upcoming events, and includes video conferencing its citizen participation activities to enchance coordination between public and private housing and social service agencies. Identify actions taken to overcome the effects of any impediments identified in the jurisdictions analysis of impediments to fair housing choice. 91.520(a) The Analysis of Impediments (Al) completed in 2016, identified the general lack of awareness of fair housing rights on the part of people with disabilities, members of the general public, landlords and property managers. Many are unaware of the legal requirements for fair housing choice. They are unaware of the available resources and programs that support people with disabilities and assist in obtaining and retaining suitable housing. This lack of awareness is a major impediment for the County of Hawaii. To address these impediments identified in the Al, the County's Fair Housing staff worked to educate property managers, realtors and the general public by conducting a total of 7 Fair Housing training sessions/seminars. There were approximately 135 participants, 45 of which were new landlords and 23 of which were non-English speaking or of limited English proficiency. In addition, the County of Hawaii's OHCD partnered with the County of Hawaii's Aging and Disability Resource Center (ADRC) to provide Fair Housing brochures and information to their One Stop Resource Centers in Kona and Hilo. The OHCD also added links to the County's new dedicated Fair Housing website for easy access and provided additional Fair Housing information to further enhance the existing housing resource information on the ADRC website. To increase community outreach, the OHCD provided Fair Housing information for printing in the County of Hawaii's Silver Bulletin monthly newsletter which is distributed to about 3,500 senior citizens islandwide. The Al also identified the need to increase the availability of affordable housing that is accessible or visitable. In PY2018, the OHCD renovated the bathrooms in 43 units at Ulu Wini Housing Complex to be accessible and also increased accessibiility at Ulu Wini Housing Complex by adding connecting sidewalks to the storage units. CAPER 26 OMB Control) No: 2506-0117 (exp. 06/30/2018) CR -40 - Monitoring 91.220 and 91.230 Describe the standards and procedures used to monitor activities carried out in furtherance of the plan and used to ensure Tong -term compliance with requirements of the programs involved, including minority business outreach and the comprehensive planning requirements In 2018, the County met with CDBG funded recipients to discuss the sub -recipient agreements and program requirements for their projects. The County reviewed and approved procurement policies, agreements and other documents prior to the use of its funds. The County also requested and reviewed CDBG grant recipient's financial statements and audit reports. During construction, the County attended Owner -Architect -Contractor (OAC) meetings to discuss and keep abreast of the projects' progress, issues, and current status, to conduct on-site inspections to verify completed work, to conduct labor interviews and to verify project progress payments. The County requires al! recipients of funds to submit monthly status reports for its open projects. These reports are also a part of our monitoring process for on-going projects. The County's OHCD projects inspector continues to inspect all of the HOME funded rental projects as well as County owned rental housing projects. There have been no findings. The complexes are well maintained, all of the units inspected are in good condition and provides for decent, safe and sanitary living environments. Regular, scheduled inspections ensure that any property standards issues are addressed and corrected in a timely manner. The County has adopted the State's Outreach Plan to Minority Business Enterprises (MBE) and Women's Business Enterprises (WBE) as contained in the State's Consolidated Plan. All public notices that pertain to project proposal solicitations that involve the use of funds from HUD contain language that encourages the use of minority firms, women business enterprises and non-discrimination in employment. All construction bid specifications also include specific information on non-discrimination, contracting with small and minority/women business firms and the requirements of Section 3. In addition, the County continues to inform and encourage all contractors of its requirements of Section 3 during pre-bid and pre -construction conferences. The County monitors its agreements and procurements done by grant recipients each year to determine compliance with all rules and regulations. The State's list of eligible MBE/WBE/DBE's is provided to each grant recipient annually and is also available at the OHCD for the grant recipient to utilize for procuring services and goods for their HOME projects to ensure compliance with this requirement. CAPER 27 OMB Control No 2506-0117 (exp. 06/30/2018) Citizen Participation Plan 91.105(d); 91.115(d) Describe the efforts to provide citizens with reasonable notice and an opportunity to comment on performance reports. The OHCD published a CAPER public notice on August 26, 2019 in the Hawaii Tribune Herald and West Hawaii Today. The notice informed the public where copies of the draft CAPER were available for review and invited the public to provide comments on the draft CAPER. The notice and draft CAPER was also posted on the County's website. The 15 -day public comment period expired on September 10, 2019 and there were no public comments received. The County's Consolidated Plan contains the priorities and strategies for HUD programs. As a direct recipient of CDBG funding, the County is required to submit a Consolidated Plan. The County's priorities and objectives such as housing, homelessness, public health and safety, federal mandates, public facilities, infrastucture, public services, economic development and fair housing remain unchanged. The State of Hawaii's Consolidated Plan contains information for the HOME, ESG and HOPWA programs. The State's plan includes strategies for housing, homeless and other special needs.
