This phase will involve large public events in Hilo, Waimea, Kona, and Nd'dlehu, as well as additional smaller events held in various locations around the island. Due to the extensive amount of time needed to prepare, conduct, and process the input received from these engagement events, and due to the already limited Planning Department staff time and resources, a reallocation of staff time is necessary to complete this phase of the General Plan Comprehensive Review process. We also anticipate initiating a revamp to the CDP planning program in 2020, and reorganizing staff resources will help us launch a more efficient, effective, and collaborative community planning program to implement the CDPs. Because of this ongoing effort, staff will have limited time to administer to Action Committee meetings this summer and fall, and some adjustments will need to be made to the regular meeting schedule. Only Action Committees with pressing business items will hold meetings during this time period. During the public review phase of the draft General Plan, your main role as Action Committee members is to participate in these community events and assist in enlisting public participation and feedback for the draft General Plan. This does not mean you have to reduce your participation in other CDP efforts. Community groups and subcommittees may meet as often as they wish, and this change allows you extra time and flexibility to work on your CDP priorities. It's also a good opportunity to focus on building or strengthening community networks and grassroots initiatives to make progress on your established priorities.
