HomeMy WebLinkAboutCOVID Waivers.oldNotice of Housing Choice Voucher Program Statutory and Regulatory Waivers Being Implemented by the Office of Housing & Community Development for COVID-19 Pursuant to US Department of Housing and Urban Development, PIH Notice 2020-13. These waivers are subject to change. Waiver 9 Description Availability Period Ends PH and HCV -3: • Waives the requirements to use the income hierarchy, including the 6/30/21 Annual use of EIV, and will allow PHAs to consider self -certification as the reexamination highest form of income verification Income . PHAs that implement this waiver will be responsible for addressing Verification material income discrepancies that may arise later requirements PH and HCV -4 • Waives the requirement to use the income verification requirements, 6/30/21 Interim including the use of EIV, for interim reexaminations reexaminations . PHAs that implement this waiver will be responsible for addressing material income discrepancies that may arise later PH and HCV -5 • Waives the mandatory EIV monitoring requirements. 6/30/21 EIV System Monitoring HCV -2 • Waives the requirement for an oral briefing 6/30/21 PHA Oral Briefing . Provides for alternative methods to conduct required voucher briefing • OHCD will do an expanded information briefing packet via email and mail and do oral briefing via phone and mail by request only HCV -3 • Allows PHAs to provide voucher extensions regardless of current 6/30/21 Term of Voucher - PHA policy Extensions of Term . OHCD will allow an additional 30 days for a maximum of 150 days extension HCV -5 • Allows for PHA discretion on absences from units longer than 180 6/30/21 Absence from unit days • PHAs must not make HAP payments beyond 6/30/21 for units vacant more than 180 consecutive days • OHCD will allow payment beyond 180 days as a reasonable accommodation only PH and HCV -6 • Provides for extensions to FSS contract of participation 6/30/21 FSS Contract of • Participation HQS-1 Initial • Changes initial inspection requirements, allowing for owner 6/30/21 Inspection certification Requirements HQS-3lnitial • Allows for extension of up to 30 days for owner repairs of non -life- 6/30/21 Inspection: Non- threatening conditions Life -Threatening Deficiencies (NLT) Option HQS-5 • Allows for delay in biennial inspections 6/30/21 & HQS Inspection • All delayed biennial inspections must be completed as soon as 12/31/21 Requirement: reasonably possible but by no later than 1 year after the date on Biennial which the biennial inspection would have been required absent the Inspections waiver. HQS-6HQS • Waives the requirement for the PHA to conduct interim inspection 6/30/21 Interim Inspections and requires alternative method 0 Allows for repairs to be verified by alternative method
