An AOC (administrative order of consent) from EPA <br />mandates this program for Hawaii County. Establishing the program requires the expertise of a <br />consulting contract, not something that can be done in-house. Once established, it requires <br />staffing for compliance monitoring. Again, not something existing employees are trained for <br />and these skilled positions require better salaries to attract qualified candidates. <br />DEM really is in a crisis and the EMC needs to hear how the Administration is going to stepup <br />and meet the challenges. Provide the funding. Even the process of HR creating newpositions <br />takes time and a team approach is needed. <br />Director Mansour has properly informed the Council, but the EMC needs to hear from Mayor <br />Roth and Lee Lord on how they will put together an emergency response.
