Police Department Policies Regarding Conflicts:Discussion with the Chief to gain a
clearer understanding of current policies and procedures related to potential conflicts of
interest, particularly in situations involving family members.
Appointment of Temporary Chief of Police:TheCommission will discuss the
selection and appointment of a temporary Chief ofPolice.
Selection and Appointment of Permanent Chief of Police:TheCommission will
discuss the process of selecting and appointing a permanent Chief of Police.
EXECUTIVE SESSION(CLOSED TO THE PUBLIC)
For the following agenda items, the commission will meet in executive session to consider
charges against officers or employees of the police department, where matters affecting
privacy will be involved, to consider sensitive matters related to public safety, and may
consult with the board’s attorney on questions and issues pertaining to the commission’s
powers, duties, privileges, immunities, and liabilities pursuant to HRS 92-5 (a)(2)(4)(6) and
-20 (b).
CONSIDERATION AND INVESTIGATION OF COMPLAINTS(EXECUTIVE SESSION–
CLOSED TO THE PUBLIC)
HPC 25-23:The complainant alleges officers have not responded to her repeated calls,
no follow-up was conducted,and expresses dissatisfaction with how her case was
investigated.
HPC 25-28A, 25-28B, and 25-28C: Complainant allegesthe unlawful removal of
children and unauthorized entry into a residence. Additional allegations include
retaliation and misuse of departmental access.
HPC 25-29A and 25-29B: Complainant alleges that officers mishandled a child
protective custody investigation and permitted the unauthorized removal of property.
HPC 25-30A and 25-30B:Complainant alleges the unlawful removal of children from
her custody, unauthorized entry into her residence, and failure by officers to prevent
unauthorized removal of property.
Review request to reconsider the commission’s decision to decline investigation of a
complaint due to insufficient evidence to prove the complaint’s allegation.
Review of complaints in the non-acceptance category.

POLICE COMMISSION MEETING
July 18, 2025
COMMENDATIONS
Six (6) commendations involving nine (9) personnel were received since the last
commission meeting in recognition of outstanding services.
SOUTH HILO
1. Mr. and Mrs. Edward and Marla Malinski expressed their gratitude to Officer
Gyasi Williams for being exceptionally professional, empathetic, and thorough
when their wallets were stolen.
2. Police Officer III Jayce Carvalho of the Criminal Investigations Section
recognized Officers Chuck Cobile, Debney Jaramillo, and Blane Kenolio for their
hard work and crucial role in a burglary investigation, resulting in the arrest of the
suspect.
3. Police Officer III Jayce Carvalho of the Criminal Investigations Section
recognized Officer Devon Manuel for his crucial role in apprehending a wanted
fugitive.
4. Detective Zenas Pacheco recognized Officer Wyatt Kaili-Leong for his exemplary
work, dedication, and commitment throughout the year, being directly responsible
for 13 felony arrests, 34 narcotics related investigations, and seizure of significant
quantities of illegal narcotics.
KONA
1. Ms. Samantha Haney commended Officers John Harvey and Adam Hanes for
their patience and empathy shown to a woman in a mental health crisis.
KAU
1. Ms. Tracii Wraith extended her gratitude to Officer Jake Villa and the men and
women of the Kau district for going above and beyond to return her lost wallet
and items.

I am deeply concerned that the relationship between the Hawaii County Police and ICE is
terrorizing our community. Our friends and neighbors live in fear every day, and that is not
pono!
We urge our Mayor, the incoming Police Chief, and the County Council to protect our
schools, homes, places of work and worship from illegal raids and threats. We demand that
HPD officers present proper identification and remain unmasked. Additionally, we call for the
termination of the Memorandum of Understanding (MOU) with Homeland Security
Investigations (HSI).
We have witnessed innocent children and parents being terrorized, which is despicable. We
ask that you vet the incoming police chief to ensure that he/she will defend the Constitution of
the United States and stand with our communities, guaranteeing that everyone on Hawaii
Island is granted due process under the law.
Let us not forget who we are and where we came from. We are all from immigrant families
that built this beautiful State of Hawaii.

My name is Maryellen Tuttell and I am a resident of Kailua-Kona.
I am submitting testimony today regarding the appointment of a new Chief of
Police. It is critical that our Chief of Police protect all Hawaii Island residents and
not participate in any actions that deny dueprocess to island residents.
Please ensure that our next Chief of Police does not cooperate with Immigration and
Customs Enforcement (ICE) any more than is absolutely required under the law.
ICE's terrifying raids, with unidentifiedmasked men grabbing people off our streets
violates due process and civil rights. Our residents are not safe when random
masked men can abduct people - anyone could (and has) dress similar to these men
and harass any of us.
Please ensure that the new chief understands that any cooperation with ICE should
be only what is requiredunder the law and that every resident's due process rights
are protected.

I support the Hawai’i County Police Commission’s decision to follow through with Police
Chief Moszkowich’s retirement request!
Honolulu’s Mayor Rick BLANGIARDI, at times “oversteps” boundaries and sometimes
causes confusion(s) which then must be rectified so the “proper channels are used” in deciding
very important decisions!
Chief Moszkowich’s quick decision to “retire” from the Big Island Police Department,
“accepting Honolulu’s Mayor Blangiardi “offer” to “possibly be the new Honolulu Police
Chief?
Morale at the Big Island Police Department must have been very low when Chief
Moszkowich attempted to recind his retirement request and be given another chance to return
to his former job as the Big Island’s Police Chief, the TOP COP?
I feel there are very dedicated Big Island Police Officers who are very deserving of the
job? Or at least allow others to apply from afar as well?
Police officers are not paid enough salaries for the amounts of “dangers” they must be
prepared to face at any time because being a Law Enforcement Officer can be and is a very
dangerous profession!
I was a police officer in the 1990’s and the job has dramatically changed, criminals are
more dangerous and are ready to do whatever it takes for them to get what they want!
Many people in the world are struggling to stay afloat and will do anything to assure their
families have the basic necessities to live! Hawai’i has changed, tremendously.
We need to “trust each other”, if that can ever be retained and restored, I hope…..

Aloha, my name is Jessica Kuzmier and I am a resident of Kailua-Kona.
I hope that my testimony is not too late to be included in your
consideration for the new police chief, but I have a great deal of
concern about the ICE raids that have been taking place on our island
and the collaboration of our police departments in this practice.
Although I'm aware that the police department has worked in conjunction
with Homeland Security on numerous occasions, most recently in the
sting over drugs that netted many dangerous criminals, that particular
incident was in tandem with violations of our state laws. In other
words, drug trafficking is a crime in Hawaii as well as the federal
level and so cooperation made perfect sense in that regard.
However, the civil violation of having the wrong documentation is not
an actual crime in our state (certainly not a violent one), and using
our police for these purposes is a waste of our resources at best.
But bad as this is, this is the least of my concerns.
I feel that most of these raids are a violation of due process for the
individuals involved, and any cooperation of these kinds of raids by
our police force is tantamount to violating human rights, and certainly
not a principle of the federal constitution nor our state one. With
reports that individuals netted in these kinds of immigration raids are
being kept in deplorable conditions in Florida (many with legal papers,
and some reported to be US citizens), shipped in from all over the
country, and with Homeland Security either barring federal elected
officials or outright arresting them (as in the case of Newark), we
cannot be party to this kind of practice and claim to be the state of
'aloha'.
Most alarmingly, ICE agents do not have to identify themselves, many
times are masked, and do not have to have a warrant or formal
authorization to bust into schools, places of work, houses of worship,
or homes. It doesn't take much imagination to consider that a nefarious
population would choose to take advantage of this and impersonate ICE
officers. I believe this is a frightening escalation for many people
and do not want our police force to be a party to it.
I want our new police chief to vet all federal officers to ensure their
identity so that abuses can be logged and reported, so that
transparency,due process, and human rights are protected as even in the
worst cases, individuals are innocent until proven guilty by a court of
law and even then need to not be subjected to inhumane treatment as per
the United States Constitution, of which the Hawaii County government
is subject to.
In this spirit, I am asking the Police Commission to ask new candidates
how they will protect all island residents (regardless of immigration
status), ensure that all ICE agents identify themselves, and ensure
that all residents have their due process rights respected.
