Hilo5/27/2017 From:Cindi To:Correa, Charisse Subject:Written Testimony for 7/18 Chief of Police Hearing Date:Wednesday, July 16, 2025 1:34:07 PM Aloha Chair Robinson, Vice Chair Bertsch, Commissioners Tavares, Botelho, Yamada, Enriques, Buckman, Quartataro, and Lacerte I am deeply concerned that the relationship between the Hawaii County Police and ICE is terrorizing our community. Our friends and neighbors live in fear every day, and that is not pono! We urge our Mayor, the incoming Police Chief, and the County Council to protect our schools, homes, places of work and worship from illegal raids and threats. We demand that HPD officers present proper identification and remain unmasked. Additionally, we call for the termination of the Memorandum of Understanding (MOU) with Homeland Security Investigations (HSI). We have witnessed innocent children and parents being terrorized, which is despicable. We ask that you vet the incoming police chief to ensure that he/she will defend the Constitution of the United States and stand with our communities, guaranteeing that everyone on Hawaii Island is granted due process under the law. Let us not forget who we are and where we came from. We are all from immigrant families that built this beautiful State of Hawaii. Mahalo Cynthia Punihaole Kennedy Kalaoa, North Kona From:Abby Paterson To:Correa, Charisse Subject:Written Testimony for Friday 7/18/25 Date:Wednesday, July 16, 2025 2:46:55 PM Aloha Chair and Commissioners Tavares, Botelho, Yamada, Enriques, Buckman, Robinson, Quartataro, Bertsch, and Lacerte, I am writing to express my deep concern about the collaboration between Hawaii County Police and ICE. Our community deserves safety, transparency, and trust, not fear and intimidation. Under the Trump Administration, ICE and CBP were ordered to arrest 3,000 people a day, without regard to immigration or criminal status. Here in Kona, we’ve seen child abductions in schools, home raids, and detentions where no process or identification was provided. Innocent children and parents have been terrorized, and our community traumatized. We call on our Mayor, incoming Police Chief, and County Council to: Terminate the Memorandum of Understanding (MOU) with Homeland Security Investigations (HSI). Require all HPD officers to remainin uniform, unmasked, and clearly identifiedat all times, regardless of collaboration with ICE. Protect our schools and families from illegal raids and threats. ICE has warned school principals that helping children or withholding information will make them “criminals.” This mirrors language and tactics used during the Holocaust and Japanese American internment—acts of power, fear, and control that allowed governments to strip rights, revoke citizenship, and unlawfully detain even U.S. citizens. This collaboration between local police and federal agencies has already enabledterror in our Kona communities. Please listen to our voices and act now to keep Hawaii Island safe for everyone. The incoming police chief must understandthatwe want to terminate the Memorandum of Understanding (MOU) with Homeland Security Investigations (HSI). Require all HPD officers to remain in uniform, unmasked, and clearly identified at all times, regardless of collaboration with ICE. Protect our schools and families from illegal raids and threats. adhereto the law ICE has warned school principals that helping children or withholding information will make them “criminals.” This mirrors language and tactics used during the Holocaust and Japanese American internment—acts of power, fear, and control that allowed governments to strip rights, revoke citizenship, and unlawfully detain even U.S. citizens. This collaboration between local police and federal agencies has already enabledterror in our Kona communities. Please listen to our voices and act now to keep Hawaii Island safe for everyone. I am submitting testimony today regarding the appointment of a new Chief of Police. It is critical that our Chief of Police protect all Hawaii Island residents and not participate in any actions that deny dueprocess to island residents. Please ensure that our next Chief of Police does not cooperate with Immigration and Customs Enforcement (ICE) any more than is absolutely required under the law. ICE's terrifying raids, with unidentifiedmasked men grabbing people off our streets violates due process and civil rights. Our residents are not safe when random masked men can abduct people - anyone could (and has) dress similar to these men and harass any of us. Please ensure that the new chief understands that any cooperation with ICE should be only what is requiredunder the law and that every resident's due process rights are protected. Please note that I endorse and support the testimony submitted by Kona Indivisible separately. Maryellen Tuttell I believe the Kona police and the previous chief believed that ICE would be acting constitutionally and with dignity, but they did the exact opposite. Thus, I hope that any candidate for chief will already be against a MOU that unites our police force with an evil, racist, authoritarian entity. Do not do it!! Please do not allow the trust the police department has with our community to continue to erode with the police department continuing to stand alongside any federal immigration agencies. Please make the newleaders of the police department aware thatthe community is uniting against MOUs and 287g agreements in support of our neighbors and our community. Please have candidates know and understand that the community is watching and supports our immigrant neighbors. I support the interim and permanent police chief knowing and understanding that we need to dismantle the MOUs with federal forces and eliminate 287gs. This is imperative to regain community trust. Honolulu’s Mayor Rick BLANGIARDI, at times “oversteps” boundaries and sometimes causes confusion(s) which then must be rectified so the “proper channels are used” in deciding very important decisions! Chief Moszkowich’s quick decision to “retire” from the Big Island Police Department, “accepting Honolulu’s Mayor Blangiardi “offer” to “possibly be the new Honolulu Police Chief? Morale at the Big Island Police Department must have been very low when Chief Moszkowich attempted to recind his retirement request and be given another chance to return to his former job as the Big Island’s Police Chief, the TOP COP? I feel there are very dedicated Big Island Police Officers who are very deserving of the job? Or at least allow others to apply from afar as well? Police officers are not paid enough salaries for the amounts of “dangers” they must be prepared to face at any time because being a Law Enforcement Officer can be and is a very dangerous profession! I was a police officer in the 1990’s and the job has dramatically changed, criminals are more dangerous and are ready to do whatever it takes for them to get what they want! Many people in the world are struggling to stay afloat and will do anything to assure their families have the basic necessities to live! Hawai’i has changed, tremendously. We need to “trust each other”, if that can ever be retained and restored, I hope….. I am submitting testimony today regarding the appointment of a new Chief of Police. I hope you’ll weigh heavily in your choice how the next chief will work with ICE. I do not want any Memorandum of Understanding between the police department and ICE. ICE is the fascist arm of Donald Trump and any agreement with them will pull our island into an authoritarian police state. I have seen how the police in Kona have worked with ICE to kidnap those believed to be migrants and being deported without Due Process. ICE is acting unconstitutionally and with extreme cruelty. Their actions are disgusting and are tearing this country apart. This is not the Aloha spirit! We should be protecting our migrants - we need them! Mahalo, Mina Elison, Ke'ei From:Jessica K To:Correa, Charisse Subject:Please ensure that the next Police Chief does not cooperate with and facilitate federal ICE raids on Hawaii Date:Thursday, July 17, 2025 8:20:18 AM Aloha, my name is Jessica Kuzmier and I am a resident of Kailua-Kona. I hope that my testimony is not too late to be included in your consideration for the new police chief, but I have a great deal of concern about the ICE raids that have been taking place on our island and the collaboration of our police departments in this practice. Although I'm aware that the police department has worked in conjunction with Homeland Security on numerous occasions, most recently in the sting over drugs that netted many dangerous criminals, that particular incident was in tandem with violations of our state laws. In other words, drug trafficking is a crime in Hawaii as well as the federal level and so cooperation made perfect sense in that regard. However, the civil violation of having the wrong documentation is not an actual crime in our state (certainly not a violent one), and using our police for these purposes is a waste of our resources at best. But bad as this is, this is the least of my concerns. I feel that most of these raids are a violation of due process for the individuals involved, and any cooperation of these kinds of raids by our police force is tantamount to violating human rights, and certainly not a principle of the federal constitution nor our state one. With reports that individuals netted in these kinds of immigration raids are being kept in deplorable conditions in Florida (many with legal papers, and some reported to be US citizens), shipped in from all over the country, and with Homeland Security either barring federal elected officials or outright arresting them (as in the case of Newark), we cannot be party to this kind of practice and claim to be the state of 'aloha'. Most alarmingly, ICE agents do not have to identify themselves, many times are masked, and do not have to have a warrant or formal authorization to bust into schools, places of work, houses of worship, or homes. It doesn't take much imagination to consider that a nefarious population would choose to take advantage of this and impersonate ICE officers. I believe this is a frightening escalation for many people and do not want our police force to be a party to it. I want our new police chief to vet all federal officers to ensure their identity so that abuses can be logged and reported, so that transparency, due process, and human rights are protected as even in the worst cases, individuals are innocent until proven guilty by a court of law and even then need to not be subjected to inhumane treatment as per the United States Constitution, of which the Hawaii County government is subject to. In this spirit, I am asking the Police Commission to ask new candidates how they will protect all island residents (regardless of immigration status), ensure that all ICE agents identify themselves, and ensure that all residents have their due process rights respected. Mahalo for providing the opportunity to offer my testimony and for the hard work that you are doing.
