Aloha Members of the Police Commission,
I am sharing my perspective today as a community member, not in a professional capacity.
I was born
chose to make this island my home because it is truly like no other. The people born and raised here are
deeply rooted in the culture, and their love for one another and for their communities shapes the
character of this island.

government, and professions. A successful leader must consistently demonstrate qualities that foster
trust, unity, and accountability.
This individual must show strong leadership and remain committed to both the community and
department personnel. They must create a positive, collaborative work environment and consistently
treat others with kindness, respect, and care. They should work professionally with union
representatives and maintain open, trusting relationships throughout the community. Taking
responsibility for mistakes, offering sincere apologies when appropriate, and refraining from negative
talk about others are key components of professionalism that this leader must uphold.
Strong administrative experience is also vital, supporting their ability to be effective in this role. They
should be dependable, punctual, fully engaged throughout the workday, and accessible after hours
when needed. A true open-door philosophy is critical to building trust and encouraging honest
communication, ensuring that employees feel heard, respected, and valued.
Effective leaders make thoughtful, well-informed decisions by considering all perspectives. Through
integrity, empathy, and strong team-building skills, they strengthen departmental unity and improve
overall performance.
No leader will possess every ideal quality at all times, but the Commission should seek someone who
consistently demonstrates most of these traits and has established meaningful relationships within the
community. The best choice is someone who continues to grow, develop, and refine their leadership
while remaining grounded and connected to the people they serve.
The individual who I believe embodies these qualities, is rooted in this community, and continues to
strengthen their leadership abilities is Reed Mahuna.

civilian employee and a sworn law enforcement officer.
I have known Assistant Chief Quiocho since my very first day with HPD as a civilian
employee and have maintained a positive, productive working relationship with him
throughout my career. I have served under his command in multiple assignments, during
which time he has consistently demonstrated exceptional leadership and professionalism.
Assistant Chief Quiocho is a leader who is never hesitant to work alongside his officers,
providing guidance, support, and hands-on assistance when needed. He brings a vast and well-
rounded knowledge of policing and consistently supports his personnel with a positive,
forward-thinking mindset. He is firm yet fair, and he holds his officers to a high standard of
excellence—an expectation that I believe all law enforcement professionals should strive to
meet.
Based on my years of experience working with him, I firmly believe Assistant Chief Quiocho
possesses the qualities necessary to be a successful and respected Chief of Police. He is

Aloha-
It’s been a while since I’ve had the opportunity to talk with Ken. So. I was surprised to hear from him when he
called to ask me to submit a letter supporting him in this search for a new Chief of Police.
I remember driving over to Kona one day to have a Judge sign a Search Warrant for a case that I was working on.
While talking to me, the Judge brought up a case that another Officer and I had worked on together. He asked me
about the Officer, then he said, “You know, I read his reports and I don’t believe anything that he says.”
As a Police Officer, it isn’t how big your muscles are, or how strong you are, or it’s not even how fast or how pretty
your car is. What I got from that conversation, was “credibility”. Here’s an Officer that to me had lost all credibility
with this particular Judge, so no matter what comes before this judge that involves this Officer, credibility is at
question.
Why do I bring this up?
Having worked with Ken for a few years, I’ve seen him work, and I’ve seen how he works. Because of that, I’ve
seen first hand how honesty and honest work, brings about credibility and integrity. The Ken that I know has all of
these attributes that I believe is needed to be able to be successful in this calling.

recommendation for Reed K. Mahuna in support of his application for the position
of Chief of Police. I have known Mahuna for over forty years in two distinct
capacities: as a family member and as an employee who has worked directly under
his leadership within the department. I acknowledge this dual relationship at
the outset, and I offer this recommendation based on my professional experience
working under his command and my firsthand observations of his leadership,
decision-making, and character.
Currently as the Acting Chief of Police, Mahuna has consistently demonstrated
a deep commitment to community-oriented policing, public safety, and the fair
and respectful treatment of all individuals. His leadership style balances
accountability with compassion, earning the trust of both department personnel
and the community. Under his guidance, the department has maintained
professionalism while adapting to the ever-evolving needs and challenges faced
by Hawaii’s diverse communities.
Throughout his tenure in the department, Mahuna has shown sound judgment in
critical situations, a strong ethical foundation, and an unwavering commitment
to transparency. Mahuna has led by example, setting high standards for conduct,
training, and operational excellence. His ability to collaborate with

enforcement.
Mahuna is also deeply invested in the development and well-being of his
department personnel, promoting training, mentorship, and accountability within

I am writing to express my support for Assistant Chief Ken Quiocho for the position of Hawai’i Police Chief.
I worked with Ken Quiocho while assigned to Patrol in Kona and had the opportunity to observe his professionalism,
work ethic, and commitment to service firsthand. During that time, I supervised and interacted with many officers,
and Ken consistently stood out for his initiative and attention to duty.
One incident that remains clear to me involved a traffic collision where Ken took the extra step to follow up at the
hospital after his shift. His actions ensured that those involved were properly accounted for and that the matter was
handled thoroughly and with care. Based on that follow-up, I submitted a complimentary memorandum to his
commander, as his actions reflected the kind of professionalism and responsibility we expect from our officers.
That incident was representative of how Ken approached his work. He did not limit himself to the minimum
requirements of the job. He understood that policing is about responsibility, accountability, and service to the
community. Those qualities remained consistent as he advanced through the ranks.
Over the years, I have continued to support Ken Quiocho as he moved up the chain of command because he earned
it. He demonstrated sound judgment, strong leadership ability, and respect for both the officers he worked with and
the public he served. His promotions reflected proven performance, not entitlement.
Based on my experience working with Ken Quiocho in Patrol and observing his career progression, I believe he has
the experience, integrity, and leadership necessary to serve as Hawai’i Police Chief. He has shown throughout his
career that he takes the responsibilities of this profession seriously, and I am confident he would lead the

My name is Doug Phillips. I am a retired patrol officer from the Hawaii County Police
Department. I am writing in support of selecting Kenneth Quiocho as our next Chief of
Police. I worked directly under Ken Quiocho during the time he was our District
Commander in Ka’u Patrol and therefore I feel this qualifies me to speak on behalf of
character and leadership abilities. I would like to suggest 3 reasons why I believe Ken
Quiocho is the right choice for Chief.
1.Ken Quiocho is a courageous leader. He is a leader that is willing to speak
the truth even when it’s unpopular. That is exactly what our profession and our
community need right now. The truth is uncomfortable, but it is necessary. He is
a leader who will set high standards and expectations for the officers under his
command. Again, this is not always popular, but it is necessary. In setting high
standards, he is also a capable motivator in leading officers to rise to a higher
level of excellence in performance and behavior. I personally experienced this
while working under his command. Prior to his assignment to our district, I
found myself in a state of low morale and a lack of motivation. His mentoring
and influence in our district caused many of us to have a desire to improve our
performance and abilities as officers. Anyone can tell an employee “do this or
else.” That’s lazy leadership. It is far more effective to convince employees that
the behavior you desire for them to produce is good for them, good for the
community and good for their fellow co-workers. This takes hard work and
courage as a leader. Ken Quiocho is such a leader.
2.Ken Quiocho is leader with a vision. Our department needs a “captain of the
ship” who is not only able to chart a course for our destination but is also able to
inspire and ignite a passion for getting there. His experience in coming up through
the ranks of the department provides him with a unique advantage over mainland
applicants who might take years to get a firm grasp on where the department has
been and where it needs to go. HPD needs a leader with vision and Ken Quiocho is
such a leader.
3.Ken Quiocho is a leader with a heart. He has a heart for the community
and the residents of the Big Island. He has a heart for the employees of HPD
and their families. This ensures that when faced with challenging decisions,
they are viewed through a lens of compassion and the Aloha Spirit. This is a
cultural trait that is foreign to mainland applicants, but it is crucial in effectively
leading the men and women of the Hawaii County Police Department. HPD
needs a leader with a heart and Ken Quiocho is such a leader.
I humbly request that you take my insights and observations of Ken Quiocho’s
leadership abilities into consideration and I encourage you to select him as our next
Chief of Police.

Quiocho, for the position of the Hawaii County Police Chief. Having worked closely with him for
over 16 years starting at the South Kohala Police Station when he was a Lieutenant and I a Clerk
for the Driver’s Licensing Section, I have had the privilege to witness true leadershipduring his
tenure. I have witnessed firsthand, Assistant Chief Quiocho’s exceptional leadership,
unwavering integrity and deep commitment to public safety, the Hawai’i Police Department
and the Big Island of Hawai’i.
Throughout his career, Assistant Chief Quiocho, has demonstrated an extraordinary ability to
lead with both decisiveness and compassion. He has successfully overseen complex operations,
implemented innovative community policing strategies and fostered strong relationships
between law enforcement and the Big Island community. He leads with his years of experience
and gained knowledge by working in all divisions within the Hawai’i Police Department and has

I overheard him onceas he spoketopolice officers during a routine
inspection.Hewasspeakingabout the unfortunate circumstancesbehind
WilliamBrown,anHPDVicedetectivewhorecentlyhadbeen found guiltyof
perjuryincourt.Hiswords weretelling.Hesaidsomethingto the effect,
“Integrityisoneofthemostimportantaspectsoflawenforcementandcan
neverbecompromisedin a publictrustposition.Onceyou
compromiseintegrity,thisiswhathappens.You ruin yourcareer.People
never forgetwhenyoulie.”KenQuiochotakesprideinservingwith the men
andwomenofblue,butwhensomeone “blowsit” likethat, he takesit
personally.Hisloyaltytolaw enforcement goesfarbeyond his ownpersonal
ambitions.
Lastly, I believekindness,tolerance,andpatienceisimportant,too,and
he hasshownthosequalities.Hehasanopendoorto his office. Heshares
expensivedishesat the CriminalInvestigationDivision’s monthly potluck.As
sillyasthismayseemto mention, itspeaksvolumesabout his generosity
whenmeatissoexpensive.Hisdishesarealwaysgenerousanddelicious.
At the veryleast,pleasegrantKen Quiocho aninterviewfor the Chief’s

My name is Jack Matsukawa and I was a Deputy Prosecuting Attorney for the County of Hawaii from 1987-2017. I
believe I worked with Kenneth Quiocho since he was a police officer to his being promoted to Captain or maybe
higher. I found Mr. Quiocho to be a very conscientious officer. He was intense, diligent, thorough, and taking his
duty very seriously. As a Deputy Prosecutor I appreciated his striving to make his cases better. Unfortunately, I do
not have much experience with him as an administrator. But, if his work ethic is any indication of his ability to
become a good administrator I believe he could be a good one.

Dear distinguished members of the Hawai’i County Police Commission Board.
My name is James Kanale Correa. I am a retired Hawai’i County Police Seargeant and former SHOPO Chapter
Chairman.
I’d like to thank all you for your voluntary service on the Police Commission. Selecting a Chief and oversight is not
an easy task.
I am declaring my support for Reed Mahuna to be selected at Chief for the Hawai’i Police Department. Reed and I
are classmates in the 55th recruit class that’s started on March 3, 1998. Through the past 26 years of my tenure I
have worked along side of Reed in Patrol Operations. I have responded to calls with him when he was assigned to
investigate fatal accidents in the Traffic Enforcement Unit, criminal investigations when he was a Detective,
collaborated with him while he was a lieutenant and worked under his command when he was a Captain. Over time
as Reed was promoted to administrative positions I worked with him as the SHOPO Chapter Chairman.
Reed has been attentive and listens to concerns both from and employees and the union’s standpoint. He showed a
willingness to resolve issues that were brought to his attention with careful and fair consideration. As a commander
and administrator, it is my perception that Reed focuses on teamwork. He is good at collaboration and knows how to
lead his subordinates to do their job with minimal interruptions. He will intervene when there is cause.
A Chief needs to have the ability to allow subordinates to conduct their work. The Chief sets the direction of the
department and allows his subordinates every opportunity to fulfill that vision. Reed has that fundamental down pat.
He’s learned that through experience in his career in the positions that he has held and it’s a trait that seems to be
passed down from father to son. As you likely are aware my father was the Chief in Hawai’i County and Reeds
father was his successor. Those daily talks were not mere conversations, they were lessons from the wise and
experienced.
Reed Mahuna possesses the knowledge, motivation, character and demeanor required to be Chief. He is vested in
Hawai’i County. This has been his lifelong home.
I make this recommendation without reservation.

Written Testimony in Support of Kenneth Quiocho for Chief of Police
My name is Jeremy S. M. Lewis, and I am a 25-
Department, currently holding the rank of Lieutenant of Patrol in the Kona District. I
respectfully submitthis written testimony in strong support of the appointment of
I first met Assistant Chief Quiocho 25 years ago when I was a police recruit and
he served as my wooden baton instructor. From the very beginning, he demonstrated
the qualities that define an outstanding leader and instructor. He was patient,
professional, knowledgeable, and genuinely invested in the success of those he taught.
That early interaction left a lasting impression on me and helped shape my
development as a motivated and analytical officer throughout my career.
Over the years, I knew I could always count on Assistant Chief Quiocho for
guidance and sound advice. He was consistently approachable and just a phone call
away. His depth of knowledge, calm demeanor, and sincere concern for the well-being
of his personnel have always set him apart. I have watched him earn every position he
has held through hard work, integrity, and unwavering dedication to this profession.
Department’s Special Response Team (SRT), during which Assistant Chief Quiocho
served as the Incident Commander for numerous critical incidents. In this capacity, I
observed firsthand his ability to lead under pressure, make sound and timely decisions,
and maintain the trust and confidence of those operating under his command. He is a
real and effective leader who leads by example and remains composed in the most
demanding situations.
Earlier in his career, Assistant Chief Quiocho was selected to attend the FBI
National Academy, an honor afforded to only approximately one percent of law
withdistinction and returned with knowledge and experience that he actively shared to
help strengthen and improve our department. Unbeknownst to him at the time, he
paved the way and served as a role model for me to pursue the same opportunity. I
was fortunate to be selected to attend the FBI National Academy in January 2024. Prior
to my departure, Assistant Chief Quiocho took time out of his busy schedule to
personally meet with me, share his experiences, and provide guidance on what to
expect. This gesture exemplifies the type of leader he is. He is one who genuinely cares
about his people and takes the time to mentor and support their growth.
Assistant Chief Kenneth Quiocho consistently demonstrates integrity,
professionalism, compassion, and a deep commitment to both his personnel and the
community we serve. His leadership style promotes trust, accountability, and unity, all
of which are essential qualities for the next Chief of Police.
For these reasons, I wholeheartedly support Kenneth Quiocho as the next Chief
the department will continue to move forward with strength, fairness, and

Aloha, my name is Jessica Kuzmier and I live in West Hawai'i. I am
submitting testimony with regards to selecting our new permanent police
chief.
I have heard interviews with our current Interim Chief Reed Mahuna and
appreciate his accessibility to the public and his calm demeanor. I
appreciate how he is willing to listen to the concerns of Hawai'i
Island residents and to work together as a community.
The next police chief, whoever that may be, is going to have a
challenging time in discerning how to handle memorandums of
understanding with regard to cooperating with federal operations. As
drug crimes, violent felonies, human trafficking and gang crimes are
both state and federal crimes, cooperation with federal officers makes
complete and total logical sense.
Immigration, however, is a federal crime only and as such the next
police chief should make it clear that the Hawai'i County police force
will not participate in or facilitate ICE raids, and that they will
take the side of protecting nonviolent residents and witnesses who
might be filming the scenes rather than ICE officers themselves.
It is also important from my vantage point that nonviolent protesters
are not treated as criminals or terrorists, regardless of their
viewpoint or how popular or unpopular that opinion might be, so long as
the expression of that opinion is not threatening violence.
I also believe that maintaining a balance of treating our houseless
population and our mentally ill populace with compassion and care while
insuring the safety of all other people is, while challenging, vitally
important for all of us. All of us deserve to be free to live our
individual lives and all of us deserve to live in safety here on
Hawai'i.
I believe our next police chief should be a person who can lead and
inspire our police force to be the best examples of the law for the
rest of the island to follow, and to be a person who can support the
force through any challenges they may face, whether on the job or in
their private lives. Encouraging our police to be part of and to
treat all of us as 'ohana is the best way to face the challenges of the
future.

Dear Hawaii Police Commission,
My name is John Briski. I retired as the Major in charge of Area I operations from the
Hawaii Police Department in December of 2022.
I am writing this letter in support of Acting Chief Reed Mahuna for the position of
Police Chief for the Hawaii Police Department.
I have known Acting Chief Reed Mahuna for over 27 years; meeting while in Basic
Police training in 1998.
Acting Chief Reed Mahuna has had a long and varied career with the Hawaii Police
Department. He is a lifelong member of this community with roots keeping him
connected to issues facing the Big Island.
His experiences with the Hawaii Police Department make him uniquely qualified to
lead the Hawaii Police Department.
While it would be easy to ramble on; I will keep my examples short and to the point.
1 - Roadway safety is a huge issue for Hawaii County. Early in his career Acting Chief
Reed Mahuna was a member of the Hawaii Police Departments Traffic Enforcement
Unit. He has first hand experience with the importance of traffic education and
enforcement. He has witnessed the carnage traffic accidents caused, investigated the
causes and compassionately dealt with family members that loss someone to these
meaningless accidents.
2 - Criminal Investigation. The population of Hawaii County continues to grow and
negative outside influences as well as unique situations on Hawaii Island continue to
drive up criminal activity. Acting Chief Reed Mahuna has held investigative and
leadership positions in the Hawaii Police Departments Criminal Investigations
Division; gaining him experience in the most complex and far reaching investigations.
Under his leadership as Deputy Police Chief, the Hawaii Police Departments Vice
Investigations Section was unified under one command to better address the drug
issue in our community.
3 - Leadership. It is often said that the true measure of someone is seen under crisis.
On one of the darkest days of the Hawaii Police Department; we saw that leadership
from Acting Chief Reed Mahuna who was a Lieutenant at the time. On July 2018; was
on assignment as a supervisor for lava flow evacuations in lower Puna; the
unthinkable happened; Officer Bronson Kaliloa was shot. While the situation was
outside his assignment (as patrol operations had their own on duty supervisors) he
found himself as the highest ranking person in the district. He immediately responded
to scene and took command of the situation ensuring proper first aid was
administered, updating rescue through dispatch, ensuring the scene was secured for
investigation and providing guidance to the other officers present. While I was not
present for this; on scene officers have shared with me their observations of his
leadership.
In conclusion I would like to thank the Hawaii Police Commission for allowing me to
share my thoughts. You have a huge decision to make and our proud community has
faith in your decision making in this matter.

Island. I have known Kenneth since 2017, when he served as the Police Captain for the Ka'u District
from 2017 to 2018. During that time, I worked closely with him in a professional capacity, and I

under his command. Based on my firsthand experience working with him, I am confident that he

One of Kenneth's greatest strengths is his ability to be consistently honest and fair in all of his dealings.
Whether interacting with members of the public, police officers, or contractors like myself, he always
demonstrated transparency, respect, and sound judgment. He took the time to listen to concerns,

essential quality for anyone in a leadership role within law enforcement.
Kenneth and I worked together on multiple abandoned vehicle issues, a process that required careful
coordination, fairness in payment, and sensitivity to community safety and awareness. These situations
often involved competing priorities and public concerns, yet Kenneth handled them with
professionalism and a clear sense of responsibility. He ensured that procedures were followed
properly, that all parties were treated fairly, and that the safety of the community remained a top priority.
His calm, organized manner and ethical decision-making made these complex matters run smoothly
and effectively.
In addition, Kenneth demonstrated strong organizational and management skills through his oversight
of the fleet of police cars at the Ka'u Station. He approached fleet management with diligence and
accountability, ensuring that vehicles were properly maintained and that resources were used
responsibly. This attention to detail and commitment to operational efficiency reflected his broader
leadership style—one that values preparation, reliability, and long-term sustainability for the
department.
In closing, I offer my highest recommendation for Kenneth Quiocho's promotion to Police Chief of
Hawaii Island. He is a leader of integrity, fairness, and professionalism who genuinely cares about the

communities, He understands the adverse consequences of giving such a quasi-
secret police force full cooperation of HPD. He does, however, also know that
there must be some acknowledgment, and perhaps a limited communication
and working protocol with them, so long as it doesn’t adversely affect our
residents’ families, workplaces, places of religion, hospitals, shopping areas,
residential neighborhoods and many other areas of our community and our
values and rights.
I submit that this commission has had detailed submissions of this issue in the
appropriately with the ICE presence. This being that our residents will be safe
and secure in their life, liberty and property and that the family values held will
not be unduly interfered with by the ICE crusade.
I would just mention as a refresher for the council
that in my August 20, 2025, testimony, I quoted parts of a
letter sent to the Secretary of Homeland Security by Senators Schatz, Hirono
and Congresswoman Tokuda with respect to the immigration enforcement in
Hawaii and its damaging and adverse effects on their constituents.
Reed Mahuna, has at several meetings with community residents, expressed his
full understanding of the need to protect its residents, whenever possible,
against several actions of unlawful conduct of ICE agents.
Indeed, as the interim chief of police for the last few months, where his service
has been exemplary has illustrated such understanding.
The Aloha spirit appears to be foreign to ICE agents, however we must support
our island lifestyle from succumbing to their extreme and cruel practices,
which could, if left alone, make such a terrible encroachment into our
wonderful and peaceful community. , being
selected as our Hawaii County Police Chief would prevent such encroachment.
In closing, I submit that Reed Mahuna combines decades of professional law
and being a homegrown member with deep roots and

upbringing on this island with an unmatched understanding of our unique island
culture and community needs is the right man for the job.

I am writing to offer my recommendation for Kenneth Quiocho for the position of Police Chief for our
Hawaii County Police Department.
I base my recommendation on firsthand experience, having worked with Quiocho for approximately
ten years prior to my retirement in 2003. I monitored his work performance and ascension to the rank
of Assistance Police Chief, on the Police Department’s website, our local newspapers, and from police
officers past and present.
During the years I worked in the Department with Quiocho, I observed him to be a hard worker who
produced quality work. Whenever I saw him in uniform, he looked sharp and the way he carried
himself projected professionalism. Back then, he struck me as a career law enforcement officer, and
today, 23 years later, he remains a dedicated Hawaii law enforcement officer. This, I find speaks
volumes of his commitment to service to our island and the Police Department.
Quiocho’s commitment is demonstrated by his 33 years of service, with Hawaii County Police
Department. He is vested in our community. He is not an outsider who we have to worry about
abandoning our Department the minute a more attractive, higher paying prestigious position is offered.
Quiocho possesses valuable experience having worked in different police districts in different
capacities, such as, Hamakua Patrol, South Kohala Patrol, Kona Criminal Investigation Section, Hilo
Training Section, Kau District Captain, Puna District Captain, South Hilo District Captain, Major Area
I, and Assistant Police Chief Area I Operations. His various assignments has given him great exposure
to the diverse communities that exist on our island. Managing diversity can be a challenge to
developing good police-community relations. Quiocho possesses the experience and exposure to meet
this challenge.
In addition, I have known Quiocho to be an Aikido martial art practitioner. I am a Karate martial art
instructor. We were both involved in the training of police recruits in weaponless Arrest, Control
Techniques (ACT). As a martial art practitioner, I can see that Quiocho has learned and applies what he
has learned in both his personal and professional life as it relates to service, loyalty, justice, fairness,
honesty, integrity, humility, respect, responsibility and accountability. Quiocho sets a good example for
the police officers to follow and possesses the qualities we would want in our Police Chief.
Lastly, when attending public police events and functions, I had opportunities to engage Quiocho on
various topics about police service, including the leadership and future of our police department. I like
his vision of what a good police department should be. He understands the importance of transparency
and gaining the community’s trust. He would achieve this by holding his officers and department
accountable for their actions and performance of duties. He would also ensure that members are
promoted based on merit and performance, not just seniority.

COMMISSION:
I have lived in Lower Puna for 9 years and am writing in regards to the hiring of a permanent
police chief. Although there are certainly many aspects to selecting the best chief for our
county, community engagement and listening to community concerns is the highest criteria for
me.
I have been an immigration activist for almost a decade and have mainly worked to get asylum
seekers out of ICE detention. I have also volunteered along the border in 5 stints from 2018-
2020. I have had extensive interactions with Border Patrol agents and a few interactions with
ICE. It’s of utmost importance that any future chief understand that we do not want and will
not tolerate any collaboration between ICE and our local law enforcement. ICE agents being
hired now are perhaps “the worst of the worst” with limited training and many hiring on just to
receive a $50,000 bonus. The majority wear masks and are seen terrorizing and even
murdering citizens who present no threat as we can see by watching the horrific videos taken
in Minneapolis in recent days.
We have seen an ICE raid in 2025 which resulted in 35 arrests and deportations on the Kona
side. In my long experience, those arrests and subsequent deportations would have meant
splitting up families and sending local family, friends and workers back to the countries they
fled from. Why do asylum seekers leave their countries in the first place? Most do so because
of exploitation, climate collapse, extortion, domestic violence and being threatened with
violence.
If we think ICE is not active on the Big Island, think again. I have sponsored some asylum
seekers and they have lived with me for brief periods while I have made arrangements for
them to live with sponsors or in shelters on the mainland. Two weeks ago, two ICE agents
came to my house looking for an asylum seeker who likely used my address more than 3 years
ago. I was not home for their visit but my neighbor interacted with them. Imagine the cost of
sending two agents (likely from Oahu) to Lower Puna for the day. They told my neighbor they
would return. The Department of Homeland
Security literally waste billions of dollars to create panic and fear among our immigrant
communities. Kids are too afraid to go to school and their parents are too scared to go to work
to feed them.
A local activist I know and trust believes the acting Chief Mahuna is the best candidate for the
job because of his commitment to not use our local police in any way to carry out immigration
raids. He has been responsive to community dialog and if that is the case, then I also support
his application.

I have served as a police officer for eighteen years, and during that time I worked directly
under Assistant Chief Quiocho on two separate occasions. My first interaction with him was
during my recruit training, where he served as an arrest control instructor. Even at that early
stage of my career, it was clear that he genuinely cared about officers and their development, a
quality he consistently demonstrated through his teaching and mentorship.
I later encountered Assistant Chief Quiocho during my first solo assignment in the Kona
District, when he was serving as a detective. He noticed me reviewing the Hawaii Revised
Statutes and took the initiative to stop, ask if I needed help, and sit down with me to guide me
to the correct statutes. This small but meaningful interaction left a lasting impression on me
and reflected his willingness to support officers at every level.
I also served as a Community Policing Officer while Assistant Chief Quiocho was the Captain
of South Hilo Patrol. During that time, there was a noticeable increase in vehicle thefts. He
responded by assembling a team of community policing officers and implementing a proactive
strategy that resulted in several arrests and a significant reduction in automobile thefts.
Throughout this period, he consistently encouraged officers to pursue promotions so they
could share their knowledge with younger officers and help strengthen the department as a
whole.
Later, I worked directly under Assistant Chief Quiocho when he was the Major of Area I
Operations. At that time, I was the Detective (supervisor) of the Special Enforcement Unit
(SEU). He emphasized the importance of rotating patrol personnel through the unit so they
could gain experience in complex investigations, including drafting search and arrest warrants
and seeing cases through to successful prosecution. His vision was for officers to take that
knowledge back to patrol, strengthening overall operations. He was a strong advocate for
proactive policing and forward-thinking leadership.
The results of this approach were clear. The majority of officers who rotated through SEU
were later promoted to Detective, Sergeant, or Police Officer III, with one officer currently
serving as a Lieutenant. Many of these officers have credited their time in SEU as a key factor
in their professional growth and advancement.
I firmly believe that Assistant Chief Quiocho possesses the operational insight, leadership
ability, and character necessary to successfully serve as the next Chief of Police for the
Hawaii County Police Department.

I have strong opinions on this selection but will summarize with three points.
Constitutionality, money and disruption.
1. Constitution and money: throughout our county and our country statutory law has become
the method of governance.It's OK provided the statutes still submit to THE law for
America... our constitution.Some of our governance has gotten WAY outside of the highest
written law and even the natural law the constitution points to.Could any of you show me
where a policeman let alone a police chief is in the constitution please? We're I there in
person I would give each of you again a pocket constitution. In short there is no policeman
(ultimately answering to a polotician) there is a Sherriff. Elected by the people. Im grateful
for a police commission making this selection that are of the people but Im simply illustrating
how far we have come from our startingpoint. Traffic citations are specifically forbidden in
out constitution - they are called 'writ of attainder'.Probable cause has always been that I saw
you commit a crime, which in turn is defined as harm to person or property.Instead much of
our 'policing' is not peace keeping (which is a deeply honorable calling) but rather 'revenue
generator' on behalf of the state. Revenue generation in T he name of 'public safety', the
dangers of which are immense as Benjamin Franklin warned that those who will trade liberty
for 'safety'deserve neither.
I and the few hundred that I fellowship with desire a police chief (if we must have one in lieu
of a lawfully elected sheriff) that knows the document thoroughly that he takes an oath to,
especially the Bill of Rights, which restrains the natural tendency of government of every level
to seek more power and money at the expense of those they are pledged to serve. Often a high
salary functions much like a bribe to not be disruptive. Should I public servants make more
than those who pay them?If the average per capital is around 49,000. We're creating quite a
conflict and indeed a disservice when the revenue efforts of our peace officers come from the
people they serve that make half of what the enforcers make and a quarter of what the chief
makes.
So those are my comments on the constitution and on money. Which comes to my final point
and desire in a chief of police.
2. Disruptive:I want a chief who is willing to be disruptive to a system that has deviated
from its lawfull limits. Disruptive to an ever expanding of 'probable cause' disruptive to 'bills
of attainder' disruptive to enforcing of unconstitutional laws (like those that limit medical
choice, freedom of assembly, and the second amendment) Disruptive to the flows of money
promised for carrying out the will of politicians or as in green harvest the confiscation of
private property for the enforcement of growing cannabis.Again harm to people and property
is a crime and that's it.Im not a cannabis user but for slaves and oils and have no interest in
that but am VERY interested in textiles and in structural uses and in the potential of hemp
batteries that outperform lithium!And so should you all.
I want disruption back to what is lalwful and moral and good outside of revenue enticements
that pervert goodness. Pick for me a defender of peace and a defender of the constitution and
a man or woman with the fortitude to stand for what is moral, true and right and to defend the
people from bad governance as he/she brings peace-keeping back to the honorable place it
should be.

position. I have known Kenneth for almost 45 years, and his dedication to serving our
Hawai'i Island communities defies superlatives.
Moreover, my late husband, Emory J. Springer (Badge #126), who served in our
Police Department for 24 years and was Hawai'i Island Chapter Chair of SHOPO for 8
years, stated "Quiocho is one of the few who are going to make it." Emory trained
many of the new officers during his tenure, and had glowing accolades for Kenneth
since his first day as an officer. For those who knew my husband, compliments were
rare due to his high standards for fellow officers.
Kenneth's leadership and management skills are exemplary, along with his broad
experience within our Police Department. His 33 years of service in patrol,
investigations, and management will enable him to move our department forward
during these challenging times.
Further, Kenneth's generational roots being from our Hawai'i island provides
knowledge of our communities which would take an "outsider" years to cultivate,
understand, and assimilate. This will enable Kenneth to make prudent decisions
tailored to each specific community without pause.

To The Hawaii County Police Commissioners,
This is regardingKen Quiocho, who I support in his application for Police Chief. I have had the
opportunity to work with Ken in a few of his positions, when he was a Detective in Kona Criminal
Investigations Section (CIS) and when he was a Captain in Ka’u. I also had numerous contacts with
him when he was the Accreditation Manager for the department.
I believe it was in 2007 when Ken was promoted to Detective and transferred to Kona CIS where
I was his Lieutenant. He quickly proved himself as being the one detective with the most energy,
he also brought with him a skillset for search warrant due to previously work in the Hilo Vice
Section. He quickly became my top detective, and he proved it with his relentless approach of
each case he was assigned, solving cases the most detectives would not have solved. If you were
a victim, you wanted Detective Quiocho on your case. I remember this one case in which several
cultural artifacts with some ridiculous values were stolen from Mauna Kea Beach Hotel. An
important case, so Ken was assigned to that case. Did not take him long before he had a search
warrant for a home in Waimea which resulted in the artifacts being recovered, definitely
impressive.
I left Kona CIS, and was assigned to Administration, then Promoted to Captain of South Hilo
Patrol, by which time Ken had become a Lieutenant and assigned to Administration as
Accreditation Manager. Now to entrust someone to Accreditation Manager is basically saying
you are the best in our department to entrust to get something done that is incredibly important
to the department. Failure is not an option, there will be no excuses. Accreditation is not easy, it
if was every department would be accredited. To say it is difficult to re-write policies, create
policies, have everyone comply with policies and comply with 450 plus CALEA standards is an
understatement. I left the department in 2020, up until that time, and probably still till today,
Hawaii Deputy Sheriff’s are no accredited, that despite a law passed in 2011 requiring them to
do so. DLNR wanted to be accredited, they also could not pull it off. Everyone wants accreditation
but once they realize what it actually takes, they don’t have the right people to get it done. That
is what it takes.
In 2016 I was promoted to Major and assigned to Area 2 Operations (Kona) which put me in
charged with the Area 2 Captains (Kona, Ka’u, North Kohala, South Kohala, Kona CID). Maybe in
2017 or so Ken gets promoted to Captain and is assigned to Ka’u. Now for me, this was blessing,
it meant that I would not have to worry about Ka’u, things will be taken care of. And sure enough
the first community meeting in Oceanview which I attended as well, Ken introduced himself,
listened to all concerns and seemed to bridge the gap that apparently had formed between the
police and the community.
I will end with this. Ken lives in Honokaa, he raised his kids on this island, he is here to stay. He is
part of the community. Hiring someone from outside of this island should be the last resort. Kauai
and Mauihopefullyhave learned what occurs when hiring from the mainland. You are also taking
a chance by hiring someone from outer islands who does not know the ins and outs of this island,
which is important in police work. After 35 years in the department, working one way or another
in every district, getting to know just about everyone. I only have at best 20 people from the
department that I highly respect for the work they have done, Ken is on my list. Mahalo

Regarding healthyrelationships with the federal agencies -I served as the
International Student Advisor at UH Hilo for 14 years and dealt with
immigration issues every day. The regulations were byzantine and ever-
changing, but they were not purposely cruel and immigration officials
followed the law. Things have changed.When the Department of
Homeland Security (DHS) first started their ramped-upcampaign of
capturing, detaining, and deporting immigrants, including some US citizens
as "bycatch," the illegal errors might have seemed random. However, illegal
actions on the part of DHS have become a clear pattern against which
people across the country are rallying to protect themselves, their families,
neighbors and friends, and vulnerable strangers.The people who live
inHawai`iCounty need protectionfrom the harmful and cruel illegal actions
of DHS, including ICE and others newly assigned to immigration
enforcement.There are agreements between local police and the federal
government relating to crimes like drug trafficking, and sex trafficking, that
protect our community. However, cooperating with Immigration to report,
detain and deport immigrants does not.Interim ChiefMahuna has stated

My name is Sam Thomas, in April 2020, following a 38-year career, I retired as the Assistant Chief in charge
of Administration to accept a job offer from a private educational institution as their Director of
Operations. Throughout the course of my HPD career, I worked in Patrol, Vice, Traffic Enforcement, The
Criminal Investigation Division, Internal Affairs, Technical Services, Area I Operations, and Administration.
I feel extremely fortunate to have worked in so many different areas and tried to use those experiences
to give me an overall feel for the entirety of the department and its responsibility to the community.
It is unfortunate that the finalist names are not being released and I am aware of only one, that being
Assistant Police Chief (AC) Kenneth Quiocho. I have known him for close to thirty-two plus years, watched
as he rose through the ranks of his own accord. He was never part of any type of internal clique, but
rather someone who got promoted by “Putting in the work”. He has also worked in many different areas
within the department and has a presence that demands hard work, attention to detail, professionalism
within the ranks, and a belief that the department is here to serve the community.
The main thing about AC Quiocho is what you see is what you get. He is a true leader who will not only
make tough decisions but has the fortitude to stand by his decisions and not deflect blame towards others,
but he will most definitely deflect plaudits to subordinates. At the same time, he has always shown a
propensity to hold subordinates accountable to the department’s standards and the community it serves.
Again, not having an insight into any other candidates as of this writing, I would like to strongly advocate
that his presence currently within the department allows him to be aware of its shortcomings and areas
of need for improvement. For the last 18 years of my Law Enforcement career, I was the department’s
primary instructor and developer of Ethics and Professionalism, and I do make this recommendation with
that added insight. The improvement needed can begin on day one if Ken Quiocho is afforded the
opportunity.
Lastly, I hope the candidates will be asked to describe their knowledge of and plans for the department
and that your decision will allow continuity of Operations within the department while also ensuring HPD
is neither a “Steppingstone” nor an enhanced retirement job for the selected individual.

As a retired member of Hawaii Police Department, retiring with 32-years of service in
December 2021, last holding the rank of Assistant Chief of the Administrative Division, I am
submitting a Letter of Recommendation for Reed Mahuna, applicant for Hawaii Police
Department Police Chief.
I strongly believe that Reed Mahuna is the most qualified applicant in the pool of finalist, one
who (if selected) will serve honorably as the leader of Hawaii Police Department.
My basis for this recommendation is my past experience as the direct supervisor of Mahuna
while I was a Captain assigned to command Puna District Patrol (which was a 8+ year
assignment). Reed Mahuna was promoted to Lieutenant in June 2012 and assigned to the
Puna District Patrol which at the time was a sole Lieutenant position for the district (and a
challenging position).
I noted that Mahuna quickly adapted himself to the position and the demands that came with
it. I was impressed by his “can do” attitude and willingness to take on any challenge placed
on him. He is an intelligent leader and often completed assignments quicker then I would
have anticipated, and produced a quality product.
After little more then a year into his assignment as the Lieutenant of Puna Patrol, I was
activated with the Hawaii Army National Guard for a 1-year deployment to Afghanistan as
part of the ongoing Enduring Freedom military campaign. This situation placed the leadership
of the demanding Puna District Patrol squarely on Mahuna’s shoulders as he assumed the
Acting Captain position of the district. Returning a year later I found Puna District Patrol
running smoothly and that directives I had put into place were still being carried out as if I
never left.
After Mahuna completed his Puna District assignment and moved to other positions within the
Department I continued to have a good working relationship with him. He was always
supportive of my ideas (even if I was no longer his direct line supervisor) and would readily
provide any requested information I was seeking for an assignment I was working on.
Having retired for the Department I have continued to watch the changes since I left. After
Mahuna was selected to become Deputy Chief and then unexpectedly stepping into the role of
Acting Police Chief, he has (in my opinion) performed remarkably well, yet again displaying
the qualities he possesses.
Mahuna also has a unique background on Shopo Union affairs having held (for an extended
period) the position of Chapter Chairman representing Union issues to the then Police Chief at
the time.
In closing I again state my strong support for candidate Reed Mahuna, someone who had
demonstrated the aptitude and dedication to lead Hawaii Police Department into the future.

I transferred to the Hawaii County Police Department from the Honolulu Police Department
in September of 2017, and it was shortly thereafter that I came to know Assistant Chief
Quiocho. From the outset, he has consistently demonstrated himself to be supportive, fair, and
honest in both his leadership and personal interactions. Over the years, I have had the
opportunity to work under his command, including during my approximately three-year
assignment to what is now known as the Crime Reduction Unit.
During that time, Assistant Chief Quiocho proved to be an approachable and principled leader
who welcomed new ideas and encouraged healthy, professional debate on how best to address
complex policing challenges. He was never resistant to innovation and was willing to
thoughtfully consider and implement new strategies when he believed they could improve
outcomes for both officers and the community. One of his most defining traits is his candor—
he does not mince words, and he does not engage in duplicity. You always know where
Assistant Chief Quiocho stands, and he has never been one to say one thing while doing
another.
While I am mindful that I am but one detective within the organization, I have personally
observed that Assistant Chief Quiocho places genuine value on the perspectives of “boots on
the ground.” He routinely makes the effort to speak directly with patrol officers to assess
morale and to understand what is needed to make police work more efficient, effective, and
safe. Importantly, he values their input with the same seriousness and respect afforded to
higher-ranking members of the department. That ability to lead upward and downward with
equal integrity is, in my view, one of his greatest strengths.
I firmly believe that Assistant Chief Quiocho possesses the character, leadership style, and
operational insight necessary to serve successfully as the next Chief of Police for the Hawaii

Endorsement for Reed Mahuna for Hawaii County Police Chief
As we have monitored the recent escalations involving Homeland Security, Border Patrol, and
ICE, a chilling pattern has emerged. Across the continent, we see federal agencies prioritizing
intimidation and violence over the safety of the citizens they are sworn to protect. From the
routine detention of U.S. citizens to the tragic separation of families, these agencies have
displayed a profound lack of training and a complete absence of the moral compass required
for professional policing. Immoral, inhumane and some cases criminal.
What we see in the viral videos from Minneapolis is the antithesis of the state constitutional
obligation to treat every individual with dignity and Aloha.
The contrast in methodology is stark. When the Minneapolis Police Chief was recently asked
about the arrest of an armed citizen, he noted that in over 300 arrests of gun-wielding
individuals in 2025, his department resolved every single one without a fatality. In
heartbreaking contrast, armed federal agents have recently taken the lives of two American
citizens—Renee Nicole Good and Alex Jeffrey Pretti—with apparent impunity. The
administration’s immediate response was to label Ms. Good, a mother of three, a "domestic
terrorist"—a slander that directly fueled the climate of violence leading to the death of Mr.
Pretti.
Hawaii deserves better. We need a Chief of Police who understands that true safety is rooted
in the State Constitution and the spirit of Aloha. We need a leader who will utilize the tools
provided by our legislature to protect our residents, not collaborate in their intimidation.
This is why, as the Facilitator of Indivisible Hilo and co-lead of East Hawai'i Indivisible, I
heartily recommend Reed Mahuna for the permanent position of Police Chief. As our current
Interim Chief, Reed is home-grown, community-based, and deeply well-grounded. He
understands this island and its people.
Reed Mahuna has the unique ability to unite our community and ensure that the Hawaii
Police Department remains an institution of the people, by the people, and for the people. He
is the leader we need to keep the faith with HPD and keep federal overreach at bay.

Aloha,
My wife and I enthusiastically support AC Kenneth Quiocho for new Hawaii County Police Chief.
My wife Marianne and I moved from North Kohala to Hakalau in 2015. In 2 days, we realized we moved
next to a drug house (Bentos). Every day, there were aggressive and hostile drug addicts coming and
going picking up crystal meth. In 2017, Bentos started dealing heroin also. There were fights, gunshots,
toxic burnings and chemical odors here and hostility as we drove by. These drug customers harassed
and threatened us as they blocked the road and even threatened us in our own yard. In 2018, I called
Community Police with no response. Later, we met with Vice and Lt. Mahuna gave us no help and was
very arrogant towards us saying there were no drugs here. We made police reports to patrol to no avail.
For example, after being threatened as we were headed for church, we called patrol dispatch and waited
for 40 minutes at the park and when we called back we were told there was no officer to respond. We
cancelled our plans and drove to Hilo to make the report.
We first met Kenneth Quiocho (as the new South Hilo Patrol Captain) when he took the time to attend a
Neighborhood Watch meeting which we struggled with the previous captain to start here in Hakalau. At
this 1st meeting, as well as later meetings, Bentos drug dealing and related crimes became a priority for
our community.
It was not till Kenneth Quiocho arrived did we get help. Even neighbors above with fruit thieves in their
orchard got help from him and formerly unchecked fruit thievery was stopped above us and on Chin
Chuck Road. Kenneth Quiocho communicated very well and consistently helped us in dealing with the
many problems with Bentos. We lived in constant anxiety and fear. Under Kenneth Quiocho's leadership,
his officers gave us help with the drug dealers and car thieves at Bentos. They also had the County
remove the 15 junked vehicles on Bento's property. AC Quiocho and his officers have been in touch with
community members here.
As captain, Kenneth Quiocho was much more effective than the prior captain. The prior captain
delegated duties that the officers did nothing to follow. Kenneth Quiocho delegated duties to his officers
and made sure they were done and done correctly. He stayed in touch with us as well as other
community members here.
After Kenneth Quiocho became a major, he continued to delegate duties to his officers and still stayed in
touch with us and the Hakalau community.
Even as Assistant Chief, he has been accessible. Under his leadership, this major drug house has been
shut down. The main drug dealer is in prison. Others were arrested for drug dealing and car theft and
are no longer here.
We are forever grateful to Kenneth Quiocho for his patient and constant help. Many neighbors and
farmers do not realize that he has been responsible for many things improving in this area. Drug dealing,
agricultural theft, neighborhood theft, illegal burnings, criminal activity at the park, gunshots, and fighting
has greatly decreased here due to his efforts. Neighbors said they were getting no help from police in the
distant past but are happy now since crime is down here.
During the years we have worked with him on this problem, he has demonstrated excellent operational
knowledge, crucial leadership skills, patience, perseverance, and most importantly the ability to work
successfully with the community. We believe that Hawaii County needs the kind of leadership skills,
administrative and operational knowledge, and experience that he has demonstrated, along with the
confidence and patience in working with the community.

From working along Interim Chief Mahuna, he has proven to be honest, trustworthy, fair, and
impartial. Numerous current and former personnel of the Hawaii Police Department have also
witnessed these qualities and have expressed the same sentiment, all of whom have expressed
