CALL TO ORDER
Chairperson Patti Barry called the meeting to order.
MINUTES
Correction on minutes dated July 29:
Unfinished Business
Reports (C) (A). Second on a motion for approval from the Commission to have the
calendar posted was made by Karen Kudlo. Also to be added is, Moon asked for
approval from the Commission to have the DV Awareness Month posted on the website
calendar.
Reports (C) L. Lord got permission to reprint the I Am Pualani poster for the theater ad
project, not the card brochure.
TREASURERS REPORT
Mileage forms Char will send mileage forms to members with the minutes.

STATEMENTS FROM THE PUBLIC
DiscussionwithSharonregardingthecalendaronthewebsite.OctoberwillbeDV
Awareness Month, and the website will start with a DV Awareness month calendar.
Sharon is the host of the site, and gets paid for hosting, but the actual building of the site
isherdonationtothecommission.Discussionwasheldonwaystogetarticlesof
interestonaregularbasisfromthecommissionmemberstoSharonforthe
posting/updating the website. Articles will be submitted from Lenore by email, and will
belinkedtovariousothersitesofinterests,includingonethatwilldoabitonLenoreand
HawaiiCountyisanEqualOpportunityProviderandEmployer
who she is, why she writes the articles, an introduction on the articles, where theyre
published, etc. Anytime FVAC is sending Lenore an article for the website, please use
MFVAC in the subject line.
Brochure is still in the process of being updated and reprinted.
UNFINISHED BUSINESS
A. By Law Changes Notice of Public Hearing at next meeting (September 30) will be
going out in both newspapers on August 29, (to meet 30 day prior compliance).
Changes to the bylaws were discussed and recommended and will be voted on at
the September 30 meeting. Char will note proposed changes in bylaws and send
copies to members 30 days prior to the meeting.
B. Goals and Projects Goals and projects were discussed which primarily follow the
by-laws. FVAC re-addressed the purpose of the Commission as being "The primary
purpose of the Commission shall be to serve in an advisory capacity to the Mayor of
the County of Hawaii in order to promote and formulate a cohesive and
comprehensive system of programs and services for victims and their families
regarding aspects of family violence including child, elderly and spousal/partner
abuse." Linda S. went on to say, the FVAC purpose as being that of gaining
information, communicating it out to the community, finding out what they feel is
lacking in terms of domestic violence services, in terms of meeting their needs as
victims, making recommendations to the Mayor thereby creating a network that is
going to provide for the safety of every victim.
New bumper stickers, a new slogan, FVAC to donate more money for re-printing the
Police DV cards and brochure are suggestions for new projects.
C. Police cards/Brochure funding Graphic artist has been paid $250, and the
committee is now waiting to see how much they can print. Mitch Roth will report at
the Sept. 30 meeting.
REPORTS
A. DV-101 Power Point Presentation L. Slutter reported that Lenore has done three
presentations in the medical communities that were exceptionally well-received. P.
Barry suggested the presentation be shown to the commissioners at the November
meeting. Patti B. suggested a budget report be submitted to FVAC on the $900
donated to Turning Point for Families for this project.
B. Gaps, Concerns, Solutions P. Barry reminded the commissioners that she will be
emailingthereporttothemforinput,deadlinetogetbacktoherisSeptember20.It
will be on the agenda for discussion at Sept. 30 meeting.
C.PublicRelationsPreviouslydiscussed(websiteandPoliceDVcardsand
brochures). Mitch Roth will report at Sept. 30 meeting on how much money the
Prosecutors Office will donate for the cards and brochure.
D.LawsandPolicyReformP.BarryreportedthatMitchRothwouldbereporting
to the commission at the September 30 meeting, regarding DVIAT and legal procedures

committee. Prosecutors Office is looking into possible funding to assist DVIAT, as in the
past. DVIAT representative Lenore of TPF attended the Coalition and Legislative
Committee on Oahu. There is another funding for another rep. Kelly Soo was going to
attend and Karen K. will speak to Kelly and go in her place if she cant attend.
L. Lord reported by phone (DVIAT). A. Moon reported new meeting day/time for East
Hawaii DVIAT is fourth Friday of the month at 12:30.
NEW BUSINESS
Commission discussed Purple Ribbon project. The Vigil Committee of DVIAT is
coordinating. Motion was made, seconded and carried for the FVAC to encumber or
approve $150 from their budget for this project.
A.Commissioners consecutive absences P. Barry reported that she contacted a
member regarding this infraction of the by-laws, and she will follow up with discussion at
a later date.
ANNOUNCEMENTS
Articles to share P. Barry reported on the report from the County Office of Housing and
Community Development. Char will make copies to send out to commissioners.
Next meeting will be held on September 30, 2004, at 9:30 am at the Prosecuting
Attorneys Office in Hilo andKona. Public Hearing regarding by-laws will be the main
issue.
