Chairperson Patti Barry called the meeting to order.

Name change on budget from Domestic to Family
TREASURERS REPORT
STATEMENTS FROM THE PUBLIC
UNFINISHED BUSINESS
A. No excuse for abuse video Jerry does not have a video done yet. He will give
the commission one when it is available.
B. Fairwinds tour for Poster Contest Posters were displayed at the capitol for a
month; Karen will pick them up at the end of May. Tour is rescheduled for
May 15.
C. Ex-Officio Discussion on possible members for ex-officio status with the
commission (Fanny Lau, Sharon Spilman, Tim Kitagawa). Will be put on the
agenda for next meeting. Ex officio members complete the standard Hawaii
County Boards/Commission form.
K. Soo mentioned the possibility of a police officer from both Hilo and Kona as
ex-officio commission members. P. Barry mentioned a letter to the Chief
requestingthis.L.Ashidatoldthecommissiontheycouldconsideramendingthe
by-laws to reflect a provision for police officers as ex-officio members. P. Barry

REPORTS
A. Gaps and concerns K. Soo inquired about police manpower and the vacancies
in Hilo and Kona. P. Barry will follow up. Commissioners were asked to update
the report to go in by the end of June for 2003-04.
B. DV-101 K. Soo reported on DV-101 training. She has been working with Alex
Graves and has basic powerpoint presentation to use. P. Barry asked about the
budget to put this together and explained encumbering funds before the fiscal
year ends. Target groups were discussed. P. Barry said that training should
start with County employees, (Mayor, Council, etc.). Further discussion was held
on the reason for training, which is public awareness. Commissioners also
discussed what they would be spending, and the budget process.
C. Website Anyone with ideas about the website should be directed to Alice
Moon.
L. Lord made a motion to spend $1200, ($900 for DV and $300 for the website)
M. Hyslop seconded.
Further discussion was held on spending monies in account. P. Barry suggested they
say that money will be allocated to DV 101 and the website. Amount to be determined.
Motion passed.
