Deputy Prosecuting Attny. Mel Fujino, Detective Raymond Rodrigues HCPD/Hilo JAS Î DVUnit, Officer Brandon Konanui HCPD/Kona JAS Î DVUnit, Jackie Kalani DHS, and Carole Gruskin CFS were guests who expressed their opinions on t concerns, and recommendation regarding DV issues. TREASURERÓS REPORT The balance of the funds as of June 2003 was $2,010.37 and becau having a quorum for the June meeting and not enough time for a s meeting, Patti Barry as Chairman, with the approval of the Mayor and Corporate Council designated $986.79 for ADS Î Hawaii Tribune and West Hawaii Today. Aloha Performing Arts, Jerry Tracy received $1,000.00 towards the play he is directing about Domestic Violence. The remaining $23.58 has been placed into the County General Fund. The new Budget for July 1, 2003 to June 30, 2004 is $3,750, whic as last year. The amounts in the line items can be moved around. We can negotiate for additional funds if and when we need them. STATEMENTS FROM THE PUBLIC Alice Moon, Community and Public Relations Specialist Î Alice Moon Co. Î representing the DVIAT Public Awareness Committee, Chair. The goal of this Committee is to develop a year round public awareness campaign targeting specific markets. They would like to interface and offer assistance to the FVAC. Currently they are developing a plan to reach 6 markets, then obtain funding. There will be a videoconference meeting at the East and West ProsecutorÓs Office this month contact Alice M. UNFINISHED BUSINESS A.P. Barry Î County legal clarification of items per 5-23-03 FVAC minutes response from Lincoln Ashida. There are no liability concerns w entering schools regarding our poster project. There is nothing in the code that legally or ethically prohibits FVAC from soliciting donations from the FVAC discretionary funds in the budget. Mitch Roth indicated that there are no funds available regarding funds for transportation for DV victims from their Victims Witness funds this time. B.Patti B. -Finalize FVAC report to Mayor for 2002 Î 2003 on the gaps, improvements and possible solutions on domestic violence issues. Commissioners read the report prepared by the Chairwoman and e-mail it to th Patti if they have additional input no later than August 8. Lincoln A. Î in reference to the need for better security in the Courts in the report, the Commission could recommend that the Mayor approach Governor Lingle about the unsafe courts before a situation arises where someone is critically injured. The courts have been unsafe for many years. Linda S. we need to issue about the State cuts in funding which will affect the State and County agencies. Patti B. Î session end report to the Mayor of the FVACÓs 2002- 2003 on the commissionÓs projects and accomplishments. Report to be present mayor mid August. Commissioners e-mail Patti B. with their input. ELECTIONS OF NEW OFFICERS Emily N. motion to nominate Patti Barry - Chairwoman Lee L. seconded Motion passed unanimously. 2 Linda S. motion to nominate Karen Kudlo - Vice-Chairwoman Lee L. seconded Motion passed unanimously. Karen W. motion to nominate Jacqueline W. - Secretary Karen K. seconded Motion passed unanimously. Karen K motion to nominate Lee L. - Treasurer Linda S. seconded Motion passed unanimously. REPORTS A.Karen K. Î Poster competition project. Karen has a list of all the Schools island-wide. ÐWhat does family violence mean to me?Ñ a question students. There needs to be a discussion on the theme, age group defined, and set dates for the project, coordinate with schools, get kids involved island-wide, obtain radio ads, seeking announcements and printing donated, split the island up between all of commissioners to canvass Î appointments with art teachers and councilors. Results from students drawing exercise may create psychological affects on students so councilors need to be invol have the information, which will be given to students regarding family violence approved by the commissioners. Alice Moon - there is a Ðdomestic harmony poster programÑ planned by (Paradise) another organization planned this year and we can possibly network or partner with them. Karen K to follow-up. Timetable could be - finalized this in August with the theme, group defined and set dates; September contest, and October winners for domestic violence awareness month. Alice Moon Î offered the DVIAT public awareness committee to assist in this project. Karen K. will have a report and discussion with commissioners at the August meeting (20min.) needed. B.Karen W. Î Public Relations. Ads, which funded at end of the must be given to the newspaper for coordination today. A list o line ads, prepared by Patti B, was distributed to CommissionerÓs changes. This needs to be given to Karen W. by the end of the meeting. Suggest a domestic violence web sit be created by the FVAC. Nee about liability issues. Perhaps, just an information web site. This will be placed on the list of possible projects. Theaters have ads on their screens. Karen W. to follow-up on details for next meeting. Possibly use the same ads. 3 Lee L.- Turning Point For Families received funding from the Honolulu Junior League. Turning Point was approached by them and they are willi other programs. C.Karen K. Î Law/Policy Reform. A model code on domestic and family violence, which is sponsored by the National Council of Juvenile Court Judges, Louis W. McHardy, Executive Director, distributed to the Commissioners for their perusal. It is suggested that we compare this to the State of Hawaii code and there may be some improvements that we could adopt. This would then be recommend to the Mayor and state judiciary to look into changing. Domestic violence laws need to be brought in line with the child victimization law regarding testimony being done by affidavit rather than in person. Lincoln A. suggests that we recommend that the Mayor bring this to the attention of Jay Kimura in the ProsecutorÓs Office in conjunction with the Hawaii ProsecutorÓs Association and the State Attorney GeneralÓs Office to propose a legislative package that they lobby for at the next legislature session. D.Linda S. Î DVIAT. October domestic violence awareness month is the focus; fund-raisers planned; East Hawaii garage sale netted $300; bandstand th was secured for the vigil in October; rummage sale on August 9 at the Mahui bandstand; looking for volunteers and accepting collections - call Turning Point for Families in Hilo and ask for Liza or Eno if you have donatio visiting their 2000 strategic plan. New Chairman is Kim from the Prosecutors Office. David Saindon West Hawaii, Turning Point for Families, awareness chairman. Andrea is still legal procedures West Side and Mitch Roth East Side. U of H. offering a practicum student to help with the data -base. The goal is to create one master database for both east and west. This will improve collaboration. Hawaii State Coalition Against Domestic Violence Î proposing that each island Have a representative sit on the Legislative Representative Committee in Honolulu. The island of Hawaii would have two representatives. Hawaii Isl one from east Hawaii and one from the west Hawaii. Each representative will submit several issues per session and they will be voted on. Asking that every agency that sits, or would like to sit, on DVIAT contribute $100 for transportation for the island of Hawaii representative to attend monthly meetings. Soliciting representatives Î contact Linda S. after the meeting if you are interested. E.DV-101 presentation has been deferred until August meeting. 4 NEW BUSINESS nd A.Karen W. Î will be resigning as of September 2 - will be moving to Honolulu and hopes to continue volunteering on domestic violence issues. The commissioners wish to thank her for her time and energy. Lincoln A. Î those who submit an application to be on the commission should speak to their county council representatives and have their representatives put a good word to the Mayor for them. Patti B. Î to forward applications to those who have expressed a desire to be on the commission. Lee L. will inquire if there are any FVACÓs on the other islands. He is aware of one on Maui. The commission may want to partner with them on legislative items and projects. D.Karen W. Community that Care forum gives community leaders an over view of how a community can benefit from participating in prevention planning and implementation of effort. In the future, we may want to invite a representative as a guest and put this on as an agenda item. E.Patti B. Î FVAC projects for 2003-2004. Continue with our current projects - poster contest; DV-101 fine tuning and present training to the Mayor for other agency to possibly attend; public awareness and education by way of radio, magazine articles, articles in the newspaper, involve the faith community, County Newsletter, DV web page, County pay stubs, ads in the theaters, on going input on the gaps, concerns, and possible solutions to domestic and fa issues to be reported to the Mayor. Possible project ideas should be brought to th the next August 29 meeting. Lee Lord to facilitate a safety and technology training. Patti B. to e-mail a list to the commissioners for their input. Projects will be prioritized at the next meeting. Lincoln A. to find out how many voting and honorary members the FVAC can have. G.Emily N. Î CSAP program, which focuses mainly on women, -funding will be over on September 31, 2003. The state funded ADAD program for rehab will still be in existence so there will only be half a program. H.Patti B. FVAC meeting attendance. We need to make a better effort in attending the FVAC meetings. If anyone feels they are spread out too thin, you may want to stand down and let someone who has more time to give to this commission come on board. Patti B. will be calling the commissi individually. A new calendar, for the 2003-2004 will be distribu commissioners at the next meeting. Lincoln A. has stated that because this is an advisory committee many items do not have to be voted on by the committee. It 5 is important that anyone unable to attend the monthly meeting notify Patti B. or Char. Linda S. will not be available for the September meeting. ANNOUNCEMENTS Next meeting will be at Elections Conference Room #105A, County Bldg., Hilo rd Hale Halawai, Kona August 23 forum Î church and community, call Karen W. th August 5 Gov. Lingle and Lt.
