P. Bar and L. Slutter review and critique the DV training that was held TREASURER'S REPORT STATEMENTS FROM THE PUBLIC None. UNFINISHED BUSINESS A.Formality voting on by-laws D. Auldridge moved that the commission accept the by-laws as pre L. Halsted seconded. Motion passed unanimously. B.$100 go L. Lord for DV Tech Safety Training L. Halsted moved that the commission give L. Lord the money for the trainin D. Auldridge seconded. L. Lord abstained from vote. Motion passed unanimously. C.Prioritize Projects P. Barry mentioned projected mileage for the rest of this fiscal commission could get more of an idea of how much money would be spend on projects before the money lapsed. It was estimated tha be approximately $1600 to be put towards a project/donation/part something else relating to domestic violence. Projects mentioned: Trade Coalitions Training in Honolulu, (members of the Hawaii St Against Domestic Violence do not pay to go to the training; airf also paid for). Possible FVAC funding for those Commissioners wh members, to attend this training. (L. Lord to obtain more infor (P. Barry) Theatrical production (play) by Jerry Tracy on the issue of domestic violence, requesting $150-$300 from FVAC, for advertising. D. A voiced a hesitancy in supporting something without knowing the appropriateness of the message in dealing with DV. She felt the be reviewed before deciding to support this project. D. Auldrid the amount ($300) be encumbered contingent upon review and appro the script prior to the end of the fiscal year. L. Slutter seco asked for a volunteer to review the script. L. Slutter voluntee passed unanimously. (K. Kudlo) Poster contest island-wide to do bumper stickers/pos prizes for the winners. L. Slutter felt it would be a better pr year, completed by October to coincide with Domestic Violence Mo also told the commission about a previous contest in Pahoa, done Bay Clinic, where winners were not awarded prizes, and she stres something like this not happen again. Discussion was then held and cons of having a poster contest, what age group should be ta what the follow up would be. Commissioners agreed that some sor education should be done in conjunction with the contest, and th age group should be the Middle School age (grades 6, 7 & 8). Li will be brought up with Lincoln, since FVAC will be going out in directly. P. Barry will notify K. Kudlo of issues brought up re project. (K. Soo) DV-101 presentation. Discussion was held on whether or funding should be put into making this a more professional prese could be brought to other agencies. (K. Soo) Donation towards purchasing supplies needed for re-wiri Point for Families in Kona. D. Auldridge questioned if this wou considered a conflict of interest, (three commissioners work for also if anything over $300 has to go through procurement. (Issu brought to Lincoln). Further discussion was held on the commiss supporting or funding various agencies, and what their role is i domestic violence in the community. 2 NEW BUSINESS A.District reports from commissioners on gaps within their distr in year-end report to Mayor): L. Lord stressed the need for Rural Outreach Project funds to fu actually being in, at the minimum, each of the rural communities Mt. View, Pahoa, Keaau, Hamakua, etc., just one day a week). Th funding for that. L. Slutter told of rural outreach programs th island wide because of lack of funding, and of the desperate num the rural communities who have no access to services, no cars, n way to get services. D. Auldridge suggested that in the year-end report to the Mayor, should be put in district or global terms when talking about the services etc.; specific agencies shouldn't be named, even though comes from those various agencies. K. Soo is concerned about the shortage in the Kona Police Dept. eight detectives to three detectives). Also, she mentioned that county housing and files for a TRO, when the county finds out ab evicted. L. Lord added that the gap in that situation is transi victims of domestic violence where the landlord is sensitive to the issues. There is also a major shortage of psychologists and psychiatrists who knowledgeable about domestic violence. There is no place to sen because of this shortage. L. Lord said that another gap, something that the county does no someone dedicated to public awareness regarding domestic violence, doing an on-going coordinating at the schools, or companies. Someone to some education and awareness of domestic violence with superviso etc. Full-time community educator is needed to explain laws, dy domestic violence. P. Barry said that through a CPS survey in Kona, 80% of cases co drugs or alcohol, the drug of choice being crystal methamphetami in Hawaii State, 90% of the DV cases involve abusive drugs with choice. (HCADV stats). The need for in-patient or drug treatmen the list island-wide Quality and availability of all services is a need to speak to Marshalleese families regarding domestic v especially in Kau and Puna. L. Slutter said she read an article in the paper that said somet that 1% of property taxes is distributed to non-profit groups ev fund is limited to $900,000. She would like to know if this co year, or if in fact 1% of the property taxes by law is mandated support services, and if so, why isn't it happening? P. Barry d Lincoln for an answer. 3 P. Barry reported that starting July 1, there will be a number t related activities. Also, she said that someone from the Justic the Ocean View Town Meeting held on May 21st, and said that they now have an Ice Task Force set up by the state, in Honolulu, under the Attor office. This was passed into law. They will now be able to cra under a nuisance law rather than having to go through a criminal that when a caller informs the hotline about an ice house, two p Task Force will come over to check it out. This will also be co Police - VICE. Concern was also expressed about how funds will be impacted by the article she read regarding medical marijuana and the federal government. Di held on various funding that was coming into the state from the government. P. Barry explained that these gaps will be brought up at the nex put in a specific order to be presented to the Mayor as part of ANNOUNCEMENTS Next meeting will be at the Kona Mayor's Office on June 27, 2003 Business cards were distributed to the commissioners.
