Brown Deputy Director Enclosed is a bill for an ordinance amending the Capital Budget to increase the current fiscal year's appropriation of the Hilo WWTP Rehabilitation and Replacement project by $116,000,000 bringing the total to $226,000,000. This additional appropriation is needed as the costs to renovate the Hilo Wastewater Treatment Plant are higher than anticipated. The Department of Environmental Management respectfully requests that a breach be authorized to submit this resolution after the September 13, 2024 submission deadline, and be placed on the October 1, 2024 Committee agenda in order to move forward with the project. The facility will receive electrical and instrumentation/control upgrades. The Hilo VVVVTPUpgrades invitation tobid started onMay 1m.2O24. The bid was later opened on September 13.2O24. Bid proposal prices are higher than anticipated due to unforeseen construction industry volatility, This request is to appropriate additional funds from the County GO Bonds to allow us to renovate the Hilo WWTP and ensure the impacts of our community are mitigated and shoreline resources are preserved.
