Correspondence 26-11: Letter requesting assistance or guidance Letter from a citizen requesting assistance/guidance regarding death of a family member. Hawaii Police Department's Traffic Enforcement Plan on Daniel K. Inouye Highway/Saddle Road Under Police Commission Rule 2(g) and 0), the Commission would like to review the Hawaii Police Department's traffic enforcement plan on Daniel K. Inouye Highway/Saddle Road and may provide recommended improvements. Hawaii Police Department's Policies regarding TRO Service Under Police Commission Rule 2(g) and 0), the Commission would like to review the Hawaii Police Department's policies regarding Temporary Restraining Order (TRO) service and may provide recommended improvements. Hawaii Police Commission Meeting Agenda September 18, 2026 Page 3 Hawaii Police Department's FY 2026-27 Budget Pursuant to Police Commission Rule 2(b), the Commission will review the Hawaii Police Department's FY 2026-27 budget prepared by the chief of police and may make recommendations thereon to the mayor. Hawaii Police Department's 2026-2030 Five-Year Strategic Plan The Commission will review, discuss, and possibly provide recommendations regarding the Hawaii Police Department's Five-Year Strategic Plan. EXECUTIVE SESSION (CLOSED TO THE PUBLIC) For the following agenda items, the Commission will meet in executive session to consider charges against officers or employees of the police department, where matters affecting privacy will be involved and may consult with the board's attorney on questions and issues pertaining to the Commission's powers, duties, privileges, immunities, and liabilities pursuant to HRS 92-5(a)(2), 92-5(a)(4) and the Hawaii County Charter Section 13-20(b). VI. CONSIDERATION AND INVESTIGATION OF COMPLAINTS (EXECUTIVE SESSION — CLOSED TO THE PUBLIC) • HPC 26-17: Complainant alleges the officer failed to address a complaint. • HPC 26-19: Complainant alleges the officer acted in an unprofessional disrespectful, and unnecessarily aggressive manner during a traffic stop. • Correspondence No. 26-10: Request for reconsideration of HPC 26-13(C) Complainant alleges false arrest and false police reports. At its July meeting, the Commission determined there was insufficient evidence to substantiate the allegations of misconduct. • Complaints in the non-acceptance category: HPC 26-20 and HPC 26-24. Written testimony will be accepted at any time prior to the meeting. However, if possible, please submit written testimony by 12.00 noon, two business days before the meeting. Note that all written testimony is considered a public record. Oral Testimony: Testimony must be related to an item on the agenda. The Commission will hear public testimony at the beginning of the meeting or when the respective agenda item is called, or as allowed at the sole discretion of the chair.
