The Office of Housing and Community Development's (OHCD) Section 8 Homeownership
Program makes Section 8 Housing Assistance Payments available for mortgage payments to
allow eligible low-income, first-time home buyer Section 8 Participants the ability to purchase
an existing dwelling unit to be used as their primary residence.
To be eligible, a person must be a Participant in the OHCD's Section 8 Rental Assistance
Program and:
• Have received tenant-based assistance for a minimum of one year.
• Must not have owned a home in the last three years prior to receiving Homeownership
assistance.
• Have an annual household income of at least the federal minimum hourly rate X 2000
hours.
• Have at least one adult member who has been employed full-time for at least one year.
• Must complete an approved pre-purchase and post purchase homeownership-counseling
program.
