Form #: B-52 <br /> 7/18/91 <br /> DEPARTMENT OF FINANCE <br /> REQUEST FOR COUNCIL ACTION <br /> DEPARTMENT: Office of Housing and Community Development DATE: 07/13/2020 <br /> STAFF CONTACT: Anne Bailey PHONE: 323-4300 <br /> REQUEST: <br /> The Office of Housing and Community Development (OHCD) is requesting the passage of a resolution <br /> authorizing the exemption of certain planning and zoning code requirements for the Kuakini Highway 75-6099 <br /> Corp.'s Kuakini Senior Living Assisted Living project pursuant to HRS 201 H-38. <br /> - Exemption from construction time requirements; <br /> - Exemption from the flood study submission requirement as long as floodway is not disturbed; <br /> - Exemption from park site requirement; <br /> - Exemption from any grading, grubbing or stockpiling permit fees as well as any related inspection fees; and <br /> - Exemption from the standard 78 required number of parking stalls for the skilled nursing component of the <br /> development to 50 parking stalls for the skilled nursing facility. No exemption for the parking stall <br /> requirement for the other components. <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> Kuakini Highway 75-6099 Corp., a California corporation ("Owner"), is the current owner and developer of a <br /> rental senior housing and care campus (the "Project") on the 14-acre parcel In North Kona TMK 7-5-017-005 <br /> ("Property"). Pursuant to Hawaii County Council Resolution No. 281-14 (Draft 2), the Project, as a 201 H <br /> project, was made exempt from certain code and zoning requirements to facilitate the development of the <br /> Project.
