REQUEST: <br />The County will be entering into a Memorandum of Agreement with the State Department of Transportation <br />for the purpose of receiving grant funds to advance the Hilo Bay Watershed Study related to the breakwater <br />and water quality improvements. <br />Please create a bill for an ordinance to appropriate funds up to $25,000.00 to revenue and expenditure accounts <br />. for the HI Dept. of Transportation Hilo Bay Grant. <br />Request to waive Committee and for request to .be placed on the September 2, 2020 Council meeting agenda.- <br />B. <br />genda: <br />B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDEDh <br />Resolution 20-448 authorizes the County to enter into an agreement with: 1) the State of Hawaii Department <br />of Transportion (HDOT) Harbor Division; and 2) the United State Army Corps of Engineers to assist with a <br />Hilo Bay Watershed Study. The waters of Hilo Bay are considered quality impaired under state and federal <br />water quality standards and improving the quality of the waters will provide economic, ecological, and <br />recreational benefits to the County and its residents. The County is prepared to enter into an agreement with <br />US Army Corps of Engineers as part of the Planning Assistance of States (PAS) Program for this study. <br />The initial project cost is $100,000, which requries a 50% match.
