REQUEST: <br />961-8343 <br />Pursuant to HRS 46-7, Council approval is requested to enter into a Memorandum of Agreement (MOA) with <br />Unitversity of HawaiTs Hawaii Natural Energy Institute (HNEI) for the MTA HYDROGEN BUS PROJECT. <br />The project is a two-year Research and Development and Public Demonstration of three (3) hydrogen fuel <br />cell zero emmission buses. <br />B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br />The Mass Transit Agency would like enter into an MOA with HNEI to establish the roles and responsibilities <br />of the Parties to plan, design, implement, operate and maitain three hydrogen fuel cell zero emission buses <br />for a period of two years in Kailua-Kona. The University of Hawaii installed the hydrogen production facility <br />located at the Natural Energy Laboratory Hawaii Authority. They will also fund the production and deliver <br />hydrogen fuel for the duration of the two-year project period on a best effort basis, with a maximum budget <br />capped at $170,000. <br />On August 7, 2019, Resolution No. 215-19 and 239-19 were adopted to authorize our Mayor to enter into an <br />agreement with the State of Hawaii Surplus Property Office for the acceptance of a donation for a total of <br />two 2012 hydrogen buses (formerly belonging to the Hawai'i Volcanoes National Park) <br />Mass Transit plans to use these buses on the Intra -Kona routes which will help to reduce rental/lease costs, <br />and demonstrate the benefits of operating hydrogen fuel cell zero emission buses.
